About this file
This is a Justification for Other Than Full and Open Competition (41 U.S.C. 3304(a)(1)) issued by the U.S. General Services Administration, Public Buildings Service (GSA, PBS).
GSA, PBS proposes to award a bridge contract for custodial and related services to CYS Enterprises, LLC as a sole source. The requirement is for custodial services at the Transportation Security Administration (TSA) leased space at Ted Stevens International Airport in Anchorage, Alaska, covering approximately 4,947 square feet. The base period is three months (May 1, 2026 through July 31, 2026), with an option to extend services on a monthly basis for up to two additional months. Services include standard interior cleaning, dusting, vacuuming, spot cleaning, wet mopping, window/glass washing, and waste management. The contracting authority cited is 41 U.S.C. 3304(a)(1), as implemented by FAR 6.103-1, based on the determination that only CYS can satisfy agency requirements.
The justification cites the compressed timeline resulting from lease finalization on March 17, 2026, as the primary rationale for sole source procurement. The incumbent contractor's existing mobilization of personnel, materials, equipment, and tools, combined with specialized knowledge of site-specific requirements, positions CYS uniquely to overcome significant barriers to competition including obtaining security clearances within two weeks, mobilization costs, hiring and training, subcontract establishment, equipment procurement, site inspection, and quality control plan development. GSA, PBS intends to publish a special notice on the System for Award Management to survey market interest but does not anticipate competitive responses given the high-risk, short-duration requirement. The justification indicates that a competitive procurement will be conducted for custodial services for the remaining lease term after the bridge contract expires. Contracting Officer Dylan White signed the justification on April 13, 2026.

V. PROPOSED CONTRACTOR’S UNIQUE QUALIFICATIONS/NATURE OF ACQUISITION:
The existing Contract No. 47PL0221C0001 with CYS Enterprises, LLC (CYS) expires on April 30, 2026, and GSA, PBS does not anticipate a contract for continued custodial and related services to be in place until approximately August 1, 2026. The contracting activity received the finalized lease term with the required signatures on March 17, 2026. Except for CYS, there is an insufficient amount of time for a business entity to review the site requirements, establish a cleaning plan, obtain security clearances, and develop a quality control plan. Accordingly, it is not in the Government’s interest to assume risks such as—
▪ insufficient time for a comprehensive risk assessment for incoming contractor;
▪ insufficient time to develop cleaning plans and a quality control plan; and
▪ lack of continuity in services because of the limited time to learn site-specific requirements.
Additionally, CYS has already invested resources into personnel, materials, equipment, tools, and supplies that uniquely positions it to bridge these services for potentially five months. CYS assumes some risks with a short term contract, but the incumbent contractor is in a unique position to mitigate these risks because of existing knowledge of the project site, understanding of the performance standards, and current mobilization of resources. Furthermore, except for CYS because it is already mobilized, these startup costs are difficult to recover at a competitive price in a short-term bridge contract. Several short-term costs or barriers that are difficult for a new contractor to overcome include, but are not limited to, the following:
▪ obtain security clearances in approximately two weeks;
▪ mobilization costs;
▪ hiring and training costs;
▪ identifying and establishing subcontracts;
▪ purchasing equipment, tools, communications devices, and supplies;
▪ inspection of the existing site conditions;
▪ development of a quality control program and tailoring to site specific requirements; and
▪ other startup costs.
VI. EFFORTS TO OBTAIN OFFERS FROM AS MANY SOURCES AS PRACTICABLE:
CYS Enterprises, LLC (CYS) is the only source mobilized in the area that can provide this bridge in services because of its unique position as the incumbent contractor with specialized knowledge of site-specific requirements. CYS has resources allocated to the site that enable it to overcome the lead times for deliverables prior to the start of work. The mobilized resources and site familiarity also position CYS to manage the risks associated with a short-term duration of the three-month requirement for standard, recurring services and the monthly options.
It is highly unlikely that any other contractor could reasonably meet the deliverables required before performance of custodial and related services described in the PWS. GSA, PBS intends to post a special notice to the System for Award Management, Contract Opportunities domain to
Page | 3 determine whether there might be any interest in the competitive market in this high-risk requirement. The determination to not use a competitive process for the proposed contract action based upon responses, if any, to the published special notice is solely within the discretion of the Government. If the requirement is competed, there is a reasonable expectation that the Government will not receive a proposal from at least one other source for a contract with a three-month basic requirement and the option to extend services on a monthly basis up to two months thereafter.
VII. DETERMINATION OF FAIR AND REASONABLE PRICING
It is determined that the estimated price for the services (base and options) of will be both fair and reasonable based upon:
1. the proposed and accepted scope of work and estimated level of effort to perform the services;
2. the professional opinion and experience of the Government project team, and knowledge of the level of effort required for these particular services for the leased space at the Ted Stevens International Airport;
3. known labor rates, fringes, and benefits based on the published wage determinations;
4. projections for increased costs due to inflation and price escalations;
5. reasonable risk premiums to continue services in this space for a short duration; and
6. previous knowledge of the associated costs and level of effort to perform these services under the previous contract extension on Contract No. 47PL0221C0001 for the period of November 1, 2025 and April 30, 2026.
VIII. MARKET RESEARCH:
CYS Enterprises, LLC is currently performing the custodial services under the existing Contract No. 47PL0221C0001. GSA, PBS intends to publish a sources sought notice on the System for Award Management to survey the market for potential interest in the bridge in custodial services for the TSA leased space at the Ted Stevens International Airport. If any responses are received, then the Government will assess whether a competitive process is feasible to meet the requirements to start performance on May 1, 2026.
IX. OTHER FACTORS SUPPORTING THE USE OF THE CITED AUTHORITY:
Lease Term Amendment. GSA, PBS finalized the lease amendment on March 10, 2026, and thus it was impractical to solicit competition because of an unspecified period of performance and scope for custodial services. Without a known lease duration there is no means to achieve meaningful pricing for the custodial services. Additionally, the requirement has several lead items and deliverables prior to the anticipated start of performance on May 1, 2026. Lead items such as having the appropriate security clearances are firm requirements without any flexibility for alternative approaches. Accordingly, the timing of the lease amendment to extend the term of the lease has created a programmatic need for bridge services.

Critical Services. These required services are necessary to maintain a healthy and safe built environment. A lapse in these essential services is not a viable option because of the risk of property damage and the safety of building occupants. Additionally, these facility services are required to keep this space operationally effective to support the mission of critical Government functions such as security screening and general public safety.
X. LISTING OF SOURCES EXPRESSING AN INTEREST IN THE ACQUISITION:
No known sources other than the firms listed in Paragraph VI above and reviewed as part of market research.
XI. EFFORTS TO OVERCOME BARRIERS TO COMPETITION:
A reasonable effort will be made to obtain offers from other sources through posting a special notice of the requirement on the System for Award Management (SAM). The Government does not anticipate receiving any interest in the requirement from alternative sources. If any interest is received from alternative sources, then the Government will assess the requested capabilities to determine the best method of procurement for the custodial and related services.
Competitive Procurement for Custodial and Related Services – TSA Anchorage. GSA, PBS has identified a need for bridge services because of certain lead items that make it difficult for any other sources except for the incumbent to mobilize resources and be operationally ready to perform by May 1, 2026. The bridge services are necessary to maintain a continuity of services while the Government conducts a competitive procurement for the custodial and related services and adjust for the programmatic changes with the amended lease term. A contract start date with at least 30 days to transition services will overcome many of the barriers to competition because it provides reasonable lead times for activities such as mobilization of resources, hiring and subcontract decisions, development of a tailored quality control plan, creation and implementation of cleaning plans, and obtaining security clearances. Accordingly, GSA, PBS anticipates using a competitive process to procure custodial and related services for the remaining lease term after the bridge in services.
