About this file
Summary
This is a Single Source Justification for a contract award by the Department of Veterans Affairs (VA) for Comcast Cable Television q2q services at the Northampton VA Medical Center in Leeds, Massachusetts. The acquisition falls between the Micro-Purchase Threshold and Simplified Acquisition Threshold, governed by FAR 13.106-1. The contract covers Comcast Cable Television services for a base year period from July 11, 2026, through July 10, 2027, with four optional one-year renewals extending through July 10, 2031. Specific pricing amounts are redacted from the document.
The justification establishes that Comcast Cable Communications is the sole viable source for this acquisition due to unique geographic and infrastructure constraints. Comcast is the only cable and internet service provider serving the Northampton VA Medical Center area; sourcing from any competing provider would require installation of new utility cables from the main street to campus and extensive interior wiring to support cable television boxes, resulting in significant cost increases and service delays that would negatively impact patient care. Market research confirmed no alternative sources through SBA databases, GSA eLibrary, or other procurement channels. Contract Officer Phillip Crockett certified the justification as accurate on June 16, 2026, and approved the sole source award in accordance with FAR regulations.

LLC. Comcast Cable Communications is the sole provider in this area and sourcing through any other cable and internet provider would require them to install their own utility cables from the main street to the campus, and they would also have to install interior wiring and cabling to support the cable television boxes which would greatly increase costs and delays in providing the service. This would greatly impact patient care at the facility.
5. Contracting Officer's Certification: Purchase is approved in accordance with FAR 13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
