About this file

This document is a Justification to Restrict Competition (JTC) for a below-SAT simplified acquisition by the U.S. Department of Health and Human Services, Indian Health Service, Albuquerque Area.

The contracting officer documents the decision that only one source—Bayer HealthCare LLC, located at 1 Bayer Drive, Indianola, PA 15051—is reasonably available for the acquisition of a Medrad Stellant Flex Overhead Counterpoise CT Injection System. The justification specifies that the current CT injector system at Zuni Service Unit requires replacement due to end-of-life status and inability to support the 24/7 hospital demand. The replacement system must be compatible with the existing CT scanner, and no alternative injection system type will work with the current equipment setup. Since only one CT scanner operates at the facility 24/7, equipment replacement must ensure continuity of operations and patient care without disruption. The contractor shall provide the Medrad Stellant Flex system with installation, two 150 ml flex syringes with tubing and accessories, shipping and handling, and a one-year original equipment manufacturer warranty. Additional deliverables include coordination with the Zuni Service Unit Radiology Department for installation scheduling, completion of installation and functional testing with the contractor's own tools, liability insurance coverage, and written reports documenting installation and functionality. Technical specifications include injection flow rates of 0.1–10 mL/sec, syringe volumes of 150 or 200 mL, programmable pressure limits, scan reminders and pause functions, electrical requirements of 100–240 VAC at 50/60 Hz, and syringe heat maintenance at 35 degrees C ±5 degrees. The document was prepared by Michelle Sanchez on August 14, 2026, and was to be signed by the Contracting Officer.
