About this file
This is a Justification to Restrict Competition document supporting a sole source award for fire protection systems inspection and testing services. The Albuquerque Area Indian Health Service (AAIHS), operating under the Department of Health and Human Services, requires urgent one-time fire safety inspection, testing, and reporting services across eight New Mexico facilities: AIHC, AIDC, MIHC, NSRTC, SFIHC, San Felipe Indian Health Center, JHC, and TPIHC. The scope of work includes fire sprinkler system inspection, testing, and maintenance per NFPA 25; domestic and fire backflow preventer inspection and testing; fire extinguisher inspection and maintenance per NFPA 10; emergency and exit lighting inspection and testing per NFPA 101; Fire Department Connection (FDC) inspection and verification; and comprehensive inspection reports with deficiency documentation and corrective action recommendations. The estimated contract value is approximately $145,000.
The justification for sole source award to Cooper Fire Protection Services Inc. (604 W Pinon St, Farmington, NM 87401-5974) is based on unusual and compelling urgency, as multiple AAIHS facilities have overdue or pending fire safety inspections requiring immediate action to maintain compliance with NFPA standards and healthcare life safety requirements. Market research conducted per FAR Part 10 evaluated numerous potential sources including Powerline Technologies Inc., E & M International Inc., Alliance Fire Protection Inc., Brazas Fire LLC, Summit Fire & Security, and others; however, most were determined incapable of performing the required scope due to specialization in fire alarm systems or other disciplines. PLTI submitted a proposal but was non-responsive, addressing only fire alarm inspections. Cooper Fire Protection Services Inc. demonstrated the necessary technical capabilities, certifications, and operational capacity to complete inspections within the required performance period. The contracting officer, Stephanie Begay, approved the sole source justification on June 12, 2026, with the contract awarded on June 4, 2026 under contract number 75H70726P00101.

Solicitation or Award Number: Page 3 of 3
JUSTIFICATION TO RESTRICT COMPETITION (below SAT) Pursuant to Revolutionary FAR Overhaul (RFO) 12.102, for acquisitions valued at or below the simplified acquisition threshold (SAT) using RFO 12.201-1 Simplified Procedures for commercial products and services, the Contracting Officer (CO) hereby documents the decision that only one source is reasonably available.
1. Agency and Contracting Activity.
U.S. Department of Health and Human Services Indian Health Service, Albuquerque Area Albuquerque Area Office, Department of Contracts & Grant Management (DCGM)
2. Name and Address of Only Source.
Cooper Fire Protection Services Inc 604 W Pinon St Farmington, NM 87401-5974
3. Description of Supplies/Services and Estimated Cost.
The Albuquerque Area Indian Health Service (AAIHS) requires urgent one-time fire safety inspection, testing, and reporting services for eight facilities located throughout New Mexico, including AIHC, AIDC, MIHC, NSRTC, SFIHC, San Felipe Indian Health Center, JHC, and TPIHC.
Services include:
· Fire sprinkler system inspection, testing, and maintenance in accordance with NFPA 25
· Domestic and fire backflow preventer inspection and testing
· Fire extinguisher inspection and maintenance in accordance with NFPA 10
· Emergency and exit lighting inspection and testing in accordance with NFPA 101
· Fire Department Connection (FDC) inspection and verification
· Inspection reports, deficiency documentation, and corrective action recommendations
The requirement is mission-critical and must be completed within the required performance period to address overdue and upcoming compliance inspections and reduce life safety risks across AAIHS facilities.
The estimated value of the procurement is approximately $145,000.
4. Description of Circumstances, including why only one source is reasonably available.
In accordance with RFO 12.102(a), only one source is being considered due to the unusual and compelling urgency associated with this requirement.
AAIHS identified multiple facilities with overdue or pending fire safety inspections requiring immediate action to maintain compliance with applicable NFPA standards and healthcare life safety requirements. Delays in completing these inspections could result in continued compliance deficiencies, increased risk to patients, staff, and visitors, and potential findings during regulatory or accreditation reviews.
Following development of the revised PWS, the Government conducted market research and solicited industry participation. The scope was significantly revised during acquisition planning and ultimately excluded fire alarm inspections while focusing on sprinkler systems, backflow preventers, fire extinguishers, emergency lighting, and FDC inspections.
Cooper Fire Protection Services, Inc. demonstrated capability to perform the required services, including NFPA 25 sprinkler inspections, certified backflow testing, fire extinguisher inspections, and related life safety inspections, and confirmed availability to support the required performance schedule.
Award to any other source would result in unacceptable delays associated with additional solicitation, evaluation, scheduling, and mobilization efforts and would jeopardize timely completion of the required inspections.
5. Description of Market Research.
Market research was conducted in accordance with FAR Part 10 and included review of SAM.gov registered vendors, prior federal contractors, local and regional fire protection contractors, capability statements, vendor websites, and direct vendor outreach.
The Government evaluated numerous potential sources including:
· Powerline Technologies, Inc. (PLTI)
· E & M International, Inc.
· Alliance Fire Protection, Inc.
· Brazas Fire, LLC
· Summit Fire & Security
· Cooper Fire Protection Services, Inc.
· Fire Safety Industries, Inc.
· Various electrical contractors, construction contractors, and specialty inspection firms Several vendors were determined to be incapable of performing the required scope because they specialized in fire alarm systems, electrical work, architecture, construction, communications, or other disciplines that did not include NFPA 25 sprinkler inspections, certified backflow testing, and fire extinguisher inspection services.
PLTI submitted a proposal; however, the proposal was based on fire alarm inspections only and was determined to be non-responsive to the revised PWS requirements.
Cooper Fire Protection Services, Inc. demonstrated the technical capability, certifications, and operational capacity necessary to perform the required inspections and provide the required deliverables within the required performance period. Based on the market research conducted and the urgency of the requirement, Cooper Fire Protection Services, Inc. is the only source reasonably available to meet the Government's immediate needs within the required timeframe.
