About this file

This document is a Memorandum for Record documenting the Department of the Air Force's 377th Mission Support Group's intention to limit competition for an Integrated Data System (IDS) and Access Control System (ACS) with OnGuard software produced by Lenel.

The Air Force will solicit quotations directly from three authorized federal Value Added Resellers (VARs) to furnish all parts, material, labor, equipment, and supervision necessary to purchase and install the IDS and ACS System. The three authorized vendors are Paladin Technologies, Honeywell, and MC Dean. Lenel restricts all equipment purchases and licensing directly to these three VARs and prohibits any other vendors from purchasing equipment or dongle IDs against the base's alarm system account. Additionally, no vendors outside of these three are authorized to install equipment, expand, or modify the existing Lenel alarm system. The justification for this limitation is to maintain system integrity and comply with licensing requirements. The acquisition will be made under FAR Part 12 (Acquisition of Commercial Products and Commercial Services) and Other Than Full and Open Competition, as authorized by FAR Part 6.103-1. The Contracting Officer is ANNA HARTKOPP, GS-12, DAF.

MEMORANDUM FOR RECORD

FROM: 377 MSG/PKB

8500 Gibson Blvd SE Kirtland AFB NM 87117

SUBJECT: IDS Memorandum; Intention to Limit Competition

1. The purpose of this memorandum is to document that quotations will be solicited directly from suppliers to furnish all parts, material, labor, equipment and supervision necessary to purchase and install a IDS and ACS System with OnGuard software produced by Lenel. According to two letters, one from the manufacture of the needed software and one from the commander of Security Forces on Kirtland AFB, there are only three federal Value Added Resellers (VARs) authorized to purchase equipment and licensing directly from Lenel for this installation. The authorized vendors are Paladin Technologies, Honeywell, and MC Dean. Lenel will not permit any other VARs to purchase equipment or dongle IDs against the base's alarm system account. Furthermore, no other vendors outside of the three listed above are authorized to install equipment, expand, or modify the existing Lenel alarm system. The purpose of this is to maintain system integrity and comply with licensing requirements.

2. This purchase will be made under Acquisition of Commercial Products and Commercial Service RFO Part 12 and Other Than Full and Open Competition, as authorized by RFO Part 6.103-1.
