About this file
This is a Justification and Approval for Single Source Award form submitted by the U.S. International Trade Commission's Office of Procurement for a federal contract action under the Simplified Acquisition Threshold.
The contracting action (Requisition Number ITC-OARS-26-0064) seeks acquisition of a FedRAMP-certified Integrated Library System (ILS) from SirsiDynix - EOS.Web to manage the ITC Library's print resources. The system must support cataloging, circulation, OPAC/Discovery functionality, user management, reporting, system hosting, and technical support for a collection under 4,000 volumes. The justification for single source procurement states that EOS.Web is the only ILS meeting the ITC Library's functional, security, and operational requirements, as it delivers core services and integrates seamlessly with existing workflows and the EBSCO Discovery Service. The document notes that vendor exclusive support rights and the cost-prohibitive nature of alternatives designed for large institutions make switching systems economically unfeasible and operationally disruptive. Market research conducted through website reviews, online evaluations, and product demonstrations confirmed EOS.Web as the most suitable option. The justification was certified by Grace Wu, Requiring POC, and approved by Sumit Rana, Contracting Officer, with signatures digitally recorded on their respective certification dates.

Justification and Approval for: Single Source Brand Name
1. REQUISITION NUMBER: ITC-OARS-26-0064 ESTIMATED TOTAL VALUE:
2. Description of supplies or Services Required to Meet Agency:
Acquisition of a FedRAMP-certified Integrated Library System (ILS) to manage the ITC Library’s print resources. The system will support cataloging, circulation, OPAC/Discovery, user management, reporting, system hosting, and technical support.
3. Justification for Limited Competition:
EOS.Web is the only ILS that meets the ITC Library’s functional, security, and operational needs. It delivers core services— cataloging, circulation, patron management, and OPAC/Discovery—and integrates smoothly with existing workflows and the EBSCO Discovery Service. Because the vendor holds exclusive support rights, switching systems would introduce unnecessary costs, staff retraining, and disruption. Market research shows no other FedRAMP-certified ILS suited to a small federal library;
alternatives are built for large institutions and are not cost-effective for a collection under 4,000 volumes.
5. Requiring Officer's Certification:
I certify that the facts and representations in this justification, included herein, meet the Government's need and that the supporting data which forms the basis for this justification is complete and accurate.
