About this file
This is a RFO FAR Part 12 Justification and Approval document for a sole-source procurement by the 200 RHS (Requiring Activity) through the 179 CW/MSGC (Contracting Activity).
The Government intends to award a firm-fixed price purchase order to M.I.C. Industries, Inc. for three interconnected deliverables: a proprietary UBM-240 CPU motherboard assembly (V1 Chip Version), certified installation services performed by an M.I.C. Industries technician, and specialized three-day on-site K-SPAN construction training at Camp James A. Garfield in Ravenna, Ohio. The requirement is justified under RFO FAR 12.102(a) as a sole-source procurement because the UBM-240 motherboard is proprietary and critical to the operational readiness of the 200th RHS's UBM-240 machine, which is rendered completely inoperable without it. M.I.C. Industries holds the exclusive worldwide patent and trademark for both the Ultimate Building Machine® (UBM®) and K-Span® systems, with no authorized third-party service providers or competitors licensed to produce, sell, repair, or provide certified training on these systems. Market research included historical acquisition data review, vendor outreach, and a Sources Sought Synopsis published on SAM.gov from June 25 to July 1, 2026, which yielded no alternative capable vendors. The Government identified at least ten previous federal sole-source awards to M.I.C. Industries since 2022 and two local prior awards (contracts W50S8R24PA006 and W50S8R26PA012). One vendor expressed interest but failed to provide required certification documentation when requested. The requirement does not exceed the Simplified Acquisition Threshold, and a combined synopsis and solicitation will be publicized on SAM.gov to provide a final opportunity for unknown commercial sources to submit capability statements prior to award.

RFO FAR Part 12 Justification and Approval
1. Requiring Activity: 200 RHS
2. Contracting Activity: 179 CW/MSGC
3. Description of Action: The Government intends to award a new firm-fixed price purchase order to M.I.C. Industries, Inc. for the procurement of a proprietary UBM-240 CPU motherboard assembly, certified installation services, and specialized on-site K- SPAN construction training.
4. Description of Supplies/Services: UBM MAIN CPU BOARD ASSY (V1 CHIP VERSION) with installation from Certified M.I.C. Industries Technician. Additionally, a 3- Day on-site training at Camp James A. Garfield, Ravenna, OH is also required from a certified M.I.C. Industries representative to assist with the erection of a Type 3 KSPAN.
Authority Cited: RFO FAR 12.102(a)
5. Reason for Authority Cited:
In accordance with RFO FAR 12.102(a), this requirement does not exceed the Simplified Acquisition Threshold (SAT) and market research reflects that only one source is reasonably available. The 200 RHS Det 1 requires the procurement and certified installation of a UBM MAIN CPU BOARD ASSY (V1 CHIP VERSION) and specialized on-site K-Span training.
Without this proprietary motherboard, the 200th RHS's UBM-240 machine is rendered completely inoperable. Furthermore, without the M.I.C. Industries technician's specialized training, the unit lacks the safe, authorized technical proficiency required to construct the complex Type 3 K-SPAN structures needed for downrange deployments.
Both the hardware and the certified training are critical to restoring the unit's full operational readiness and mission capability.
M.I.C. Industries, Inc. provided an official Attestation of Sole Source certifying that they are the sole worldwide manufacturer and patent/trademark owner of the Ultimate Building Machine® (UBM®) and K-Span® systems. M.I.C. Industries has explicitly verified that no other commercial entity is licensed to produce, sell, repair, or provide certified training on these systems. Because the equipment is proprietary and no authorized third-party service providers exist, M.I.C. Industries is the only source capable of satisfying the Government's requirement for the UBM-240 CPU board installation and specialized K-Span instruction.
6. Actions to Increase Competition:
A Solicitation Notice, prepared as a combined synopsis and solicitation under the streamlined procedures of RFO FAR Part 12, will be publicized on the GPE (SAM.gov) alongside this signed sole-source justification. This public posting provides a final opportunity for any unknown commercial sources to review the requirement details and submit a capability statement or quotation for consideration prior to award. For future requirements, the 179th CW/MSGC will continue to monitor the commercial marketplace and conduct market research to determine if M.I.C. Industries has authorized any third-party vendors to license, distribute, or service UBM® and K-Span® systems.
7. Market Research:
Market research was conducted utilizing historical acquisition data, vendor outreach, and the Government Point of Entry (SAM.gov). A review of historical data confirmed that M.I.C. Industries is the established sole-source provider for these requirements across the Department of Defense. Specifically:
Prior Local Awards: This contracting office awarded contracts W50S8R24PA006 (June 2024) and W50S8R26PA012 (August 2024) directly to M.I.C. Industries for related training scopes.
Other Federal Awards: A search of SAM.gov identified at least ten (10) additional sole-source actions awarded to M.I.C. Industries by various agencies since 2022, including FA524025P0110 (September 2025) and N6264926PG004 (June 2026) for UBM parts.
Furthermore, a Sources Sought Synopsis was published on SAM.gov from 25 June 2026 to 1 July 2026 to identify any alternative capable sources. No vendors responded demonstrating the capability to provide the required proprietary items and training. One vendor (BHPE) responded to express general interest; however, when the Government requested documentation on 1 July 2026 proving they were certified by the manufacturer to work on the UBM, no response or proof of capability was received.
Based on this market research and the manufacturer's attestation, M.I.C. Industries is the only reasonably available source.
8. Contracting Officer Certification: I certify that this justification is accurate and complete to the best of my knowledge and belief.
