About this file

This is a Single Source Justification document for a federal procurement by the Department of Veterans Affairs, VISN 06, Hampton VA Medical Center on behalf of Asheville VA Medical Center.

The procurement requests a 12-month software subscription and hardware for the AvaSure Guardian real-time patient surveillance system, which enables simultaneous monitoring of multiple patients from a remote station and integrates with two-way radio for immediate intervention capabilities. The contracting officer has justified the single-source award based on brand-specific compatibility requirements—the AvaSure system is only compatible with existing equipment currently deployed at the facility, and procuring an alternate brand would necessitate replacing all installed equipment at costs the government does not expect to recover through competition. Market research confirmed that AvaSure, a small business, has authorized only one Service-Disabled Veteran-Owned Small Business (SDVOSB) distributor, Sierra7 Inc., to distribute their products. The justification satisfies the SBA rule of two since both the Original Equipment Manufacturer and the authorized distributor are small businesses. Searches were conducted in SBA CERT, SAM.gov, GSA Advantage, and GSA eLibrary. The acquisition falls under simplified acquisition procedures for purchases exceeding the micro-purchase threshold but not exceeding the simplified acquisition threshold, per FAR 13.106-1(b). The contracting officer, Zanona Pickett, approved and certified the justification on June 24, 2026. The acquisition is referenced as 36C246-26-AP-3953.

VHAPG Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source Attachment 1: Single Source Justification for MPT up to SAT

DEPARTMENT OF VETERANS AFFAIRS

Justification for Single Source Awards IAW FAR 13.106-1 For

Over Micro-Purchase Threshold but Not Exceeding the Simplified Acquisition Threshold

Acquisition Plan Action ID: 36C246-26-AP-3953

1. Contracting Activity: Department of Veterans Affairs, VISN 06, Hampton VA

Medical Center 100 Emancipation Drive Hampton, VA 23667 for Asheville VA Medial Center 110 Tunnel Blvd Asheville, NC 28805. 237: 637-26-4-428-4747

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

This is a request for brand name only AvaSure Guardian to be used as real-time surveillance of multiple patients simultaneously from a remote station. When this is combined with two-way radio, it allows for immediate intervention in time to prevent harm to patients and/or staff. The Estimated Amount is

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: This is a brand name only justification for the AvaSure 12-month software subscription and hardware that is only compatible with the current AvaSure equipment being used at the facility. If another brand was obtained, it would not be compatible with the equipment utilized at the facility. Procuring an alternate brand would require replacing the equipment already in use at the facility. These additional costs to the government are not expected to be recovered through competition. Therefore, it is in the best interest of the government to maintain the AvaSure brand.

4. Description of market research conducted and results or statement why it was not conducted:

Based on the market research conducted, the NMR is not applicable because the OEM, AvaSure, a small business, has authorized only one (1) SDVOSB to distribute their products. Sierra7 Inc., a small business and verified SBA/CERT is the authorized distributor. However, the SBA rule of two can be met since the OEM, AvaSure is a small business and the authorized distributor is a small business.

Searches were conducted in SBA CERT, SAM.gov, GSA Advantage, and GSA eLibrary.

5. Contracting Officer's Certification: Purchase is approved in accordance with FAR

13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
