Limited Sources Justification Summary
This is a Limited Sources Justification document for a Firm-Fixed Price (FFP) Task Order under the Department of Veterans Affairs' Multiple-Award Schedule Program (41 U.S.C. 152(3) and 40 U.S.C. 501). The contracting activity is the VA's Network Contracting Office 19, located in Greenwood Village, Colorado, supporting the Sheridan VA Health Care System (SVAHCS) in Sheridan, Wyoming. The proposed contractor is Millbrook Support Services, Inc., located in Manhasset, New York.
The requirement is for Registered Nursing (RN) staffing services for a three-month base period (April 1 through June 30, 2026) with one three-month option period. The services must provide RN coverage to Community Living Center (CLC), Acute Medical (MED), Acute Psychiatric Unit (APU), and Intermittent Mental Health Residential Rehabilitation Treatment Program (MHRTRP) across 8 to 12-hour daily shifts, including nights, weekends, and holidays. The justification cites unusual urgency under RFFO 8.401 and SAM/R 538.7104-3(b)(i), as SVAHCS will fall below safe nurse-to-patient ratios without continuity of services due to current contract expiration. The incumbent contractor, Millbrook, is the only vendor capable of providing immediate service with properly trained, licensed, and credentialed staff already onsite. Market research identified 125 small businesses with nurse staffing capability under NAICS 561320, including 27 VOSBs and 24 SDVOSBs, but only the incumbent SDVOSB can meet the April 1, 2026 service start date without the 60–120 day credentialing and onboarding delays required for non-incumbents. Price reasonableness was established through GSA Federal Supply Schedule benchmarking, historical Sheridan facility rates, and SDVOSB pricing comparisons. The justification commits to issuing a competitive SDVOSB solicitation no later than April 15, 2026, with award timing to permit credentialing and onboarding before the short-term contract expires. RFO 52.217-8, Option to Extend Services, is included to extend the contract up to an additional six months if exercised.

(6) Describe the Market Research Conducted among schedule holders and the results or a statement of the reason market research was not conducted.
SBA SBS under NAICS 561320: 125 small businesses identified, 27 VOSBs, 24 SDVOSBs with nurse staffing capability. However, the incumbent SDVOSB is the only business that can provide services prior to the expiration of the current contract.
GSA/FSS price list review: 11 SDVOSB vendors with RN labor categories; nine (9) contractors demonstrated nationwide/multi-state coverage (capable of supporting rural/remote VA sites).
All-Inclusive RN rates on schedules: Many FSS RN rates are labor only unless the vendor s catalog specifically lists them as all-inclusive. When a vendor publishes an all-inclusive rate, it already includes travel, lodging, and per diem. For vendors with labor only rates, the documented rural travel/lodging uplift was applied to create a comparable fully burdened rate. Using this method, all RN pricing used in this justification reflects a consistent, all-inclusive comparison.
Sheridan historical inclusive rate: The Sheridan historical inclusive rate of approximately is sourced directly from the Market Research Report (Section 6, Pricing Analysis), which documents past fully-burdened RN costs at Sheridan VAMC, including labor, travel, lodging, and rural deployment factors. The travel/lodging uplift used to normalize schedule labor only pricing is taken from the Wander Staffing rural specific cost input provided in the Market Research (Section 6).
local RN deployment to rural or frontier locations. These two data points, historical fully- are both documented in the supporting Market Research file and together support the comparison between labor only FSS schedule rates and fully-burdened all-inclusive rates for rural RN staffing.
Vendor inputs used for benchmarking (not solicitation): Vendor inputs used for benchmarking were taken directly from current Federal Supply Schedule (FSS) 621 I price lists (labor only rates). No vendor quotes were requested for this action. The following schedule sources and effective dates support the benchmarking data used for labor, travel, lodging, and rural factors):
