About this file

This is a Sole Source Justification document under Simplified Procedures for Certain Commercial Items (RFO 12.201-1) from the Department of Veterans Affairs.

The George E. Wahlen VA Medical Center in Salt Lake City is procuring a new base plus four option year firm-fixed price contract for maintenance and support services on their Johnson Controls Inc. (JCI) Metasys Building Automation System (BAS). The contract period runs from May 1, 2026, through April 30, 2031, with a base year (May 1, 2026 – April 30, 2027) and four option years. Services include preventive and corrective maintenance, software updates/upgrades, and remote technical customer support for Metasys devices (controllers, actuators, and sensors). The estimated total contract cost represents a 7.57% decrease compared to the previous contract (36C25921P0059) awarded November 1, 2020 – October 31, 2025. The justification for sole source procurement cites 41 U.S.C. §3304(a)(1), establishing that only Johnson Controls Inc. qualifies as the responsible source because JCI is the sole manufacturer and authorized service provider of the proprietary Metasys software and system. Market research confirmed no Small Disadvantaged Veteran-Owned Small Businesses (SDVOSBs) or Veteran-Owned Small Businesses (VOSBs) are authorized service providers. One vendor (BHPE, an SDVOSB) responded to a sources sought notice but was deemed non-responsive. The acquisition notes that replacing the JCI Metasys BAS with a non-proprietary HVAC system would require substantial facility-wide equipment replacement at significant cost to the medical center.
