About this file

This is a Justification Memo from the Department of Administrative Services (DAS), Enterprise Asset Management (EAM), recommending vendor selection for architectural and engineering services on the DPSST Building F Structural Upgrades project (DAS EAM Project 1000.074). The memo, dated January 30, 2025, recommends awarding the contract to HEA via Price Agreement #1676. The project requires technical expertise from an Architectural and Engineering firm capable of performing structural upgrade services. HEA was selected based on five evaluation criteria: specific experience with DPSST projects and staff, availability at the project locale, availability of resources and staffing, record of past performance, and ability to meet project schedules.

The memo indicates that HEA possesses internal staff capability and the ability to engage experienced sub-consultants necessary to complete the planned scope of work within the anticipated timeframe. No specific contract term, renewal options, pricing information, or response deadlines are detailed in this justification memo, which serves as the internal rationale for vendor selection rather than a comprehensive contract document. The selection represents a directed award through an existing price agreement framework rather than a competitive procurement process.
