About this file
This document is a Justification for Other than Full and Open Competition for the Defense Commissary Agency's requirement to obtain shelving and accessories for the Langley Joint Base Commissary. The procurement involves Madix brand shelving and accessories for a shelving reset, with an anticipated performance period from May 30, 2025, through July 27, 2025, and a total estimated purchase order value of $450,000.00.
The justification highlights that DeCA has exclusively used Madix shelving since 2007, accumulating excess inventory with minimal damage that can be reused, which saves surcharge funding. Market research revealed no alternative sources registered in SAM.gov, and shelving from other vendors is not compatible with the existing Madix system. The sole source vendor is Madix, Inc., a large business located in Goodwater, AL. The agency plans to conduct ongoing market research to seek alternative sources for future multi-year commissary shelving requirements, with the goal of increasing competition in subsequent procurements.

Justification for Other than Full and Open Competition
A. Justification
1. Contracting Office: Defense Commissary Agency, Supply/Equipment Acquisition
Division, CCQSM, 1300 Eisenhower. Avenue, Fort Gregg-Adams, Virginia 23801-1800
2. Description of Supplies or Services: The Defense Commissary Agency, Equipment/Maintenance Branch of the Engineering Directorate (CCNE), has a requirement to obtain shelving and accessories that are required to complete a shelving reset at the Langley JB Commissary. The anticipated period of performance is May 30, 2025 through July 27, 2025. The total estimated purchase order value for the requirement is $450,000.00.
3. Authority Cited: 41 U.S.C. 1901 as implemented by FAR subpart 13.5.
4. Reason for Authority Cited: Since 2007, DeCA has acquired Madix brand shelving and accessories for all full and partial commissary shelving resets. Over this eighteen-year period, DeCA has accumulated excess Madix brand shelving and accessories, with minimal damage, that the commissaries are able to reuse. Reusing these materials saves the agency a significant amount of surcharge funding. Madix is a shelving manufacturer that also includes installation in their product purchase, which simplifies DeCAs solicitation requirements and offers cost savings. Shelving manufactured by alternative vendors are not compatible with the Madix brand shelving.
5. Fair and Reasonable Price Determination: The Contracting Officer will ensure that contract terms, conditions and price are commensurate with the Governments need.
Price reasonableness will be established in accordance with 13.106-3.
6. Market Research: Market research was conducted to determine the sources available to furnish and install the requested shelving at the Langley JB Commissary. Potential distributor sources were identified by utilizing previous acquisition history and research via internet searches. However, these alternate sources were not registered in SAM.gov.
Market research revealed that there is no reasonable expectation of a small business being capable of providing and installing the Madix, Inc. shelving.
7. Interested Sources:
Company: Madix, Inc.
Address: 209 Alabama Highway 9
Goodwater, AL 35072 Point of Contact: Clayton Allen Email: callen@madixinc.com Phone Number: 804-456-3007 Business Size: Other than small business
8. Actions to Increase/Foster Competition: Market research will be conducted on an ongoing basis to seek alternative, responsible sources capable of providing shelving installations that meet the characteristics presented in commissary equipment detail
2G14. This information will be used in the development of a larger requirement to obtain these items for various commissary locations over a multi-year period.
