About this file
This document is a Justification for Single Source Awards for the Department of Veterans Affairs (VA), specifically for the Atlanta Veterans Affairs Health Care System's Nuclear Medicine department. The VA intends to sole-source award a contract to Candelis Inc. for an ImageGrid Enterprise Archive system, which includes two 65.5TB RAID hardware units, migration of 16TB of DICOM studies, and on-site installation and training. The total estimated purchase is for replacing the existing archiving system that stores nuclear medicine data, studies, and images accumulated over the past 15 years.
Market research was conducted across multiple databases including SBA's Dynamic Small Business Search, Federal Procurement Data System, and others, which confirmed no alternative vendors or comparable products exist. The VA will publish a notice of intent to sole source from 6/23/2025 - 6/26/2025, inviting interested vendors to demonstrate their capability to provide equivalent products and services. The contract is planned for award on 6/30/2025, with delivery and installation to be completed within 30 days after contract award, using a firm-fixed price structure under FAR 13.106-1(b) guidelines.

Revision: 01 Effective Date: 11/15/2024 Page 2 of 2 Acquisition ID#: 36C247-25-AP-3390 technologies. Based on their interactions with professionals in the commercial and government sector, journal reviews, internet searches, ImageGrid is the only technology in the market with the capability to meet the needs of Atlanta VAHCS NM services.
Additional market research was conducted in the Small Business Administration’s (SBA) Dynamic Small Business Search (DSBS) database, the Federal Procurement Data System (FPDS) database, General Service Administration’s (GSA) eLibrary, the National Institutes of Health Information Technology Acquisition and Assessment Center (NITAAC) database, and the Solutions for Enterprise Wide Procurement (SEWP) database. There were no vendors or comparable products identified to support this requirement. Procurement history listed in FPDS and SAM.gov show various agencies, have issued sole source awards to Candelis Inc. for the ImageGrid products and services.
Based on this information, the Contracting Officer has determined there are no other vendors or products than can support this requirement. Therefore, the Government intends to award a sole source firm-fixed price contract to Candelis for ImageGrid Enterprise Archive. A notice of intent to sole source is being published to Contract Opportunities from 6/23/2025 – 6/26/2025 to encourage interested vendors to submit clear and convincing documentation that demonstrates their capability to provide the requested products and services, and that competition would be advantageous to the Government.
