About this file

This is a Justification for Sole Source / Brand Name Sole Source procurement form from NAVSUP FLC San Diego for simplified acquisitions under $250,000.

The requisition (R20265) is for a sole source procurement from DXP Enterprises, Inc. (manufacturer contact: John Hartings, 937-594-8426; address: 11270 Cornell Park Drive, Cincinnati, OH 45242). The government is procuring four items with a total estimated cost of $64,850.00: (1) DXP Model 47 fuel filtration unit ($45,850.00); (2) Graco Quantim L30 electric diaphragm pump ($9,460.00); (3) hoses and fittings kit ($3,294.00); and (4) freight shipping ($4,000.00). The required delivery date is 01 September 2026. The justification establishes that the DXP Model 47 is a custom-engineered fuel filtration system designed specifically for the LCS-2 Variant naval platform and is not available from other sources. The system filters fuel before entering storage tanks and includes components constructed from aluminum to minimize magnetic signature impacts. The government certifies that this represents minimum requirements and that the system is compatible with existing LCS-2 bunker station fittings. The design is proprietary intellectual property of DXP Enterprises with no other vendor having invested in developing a comparable solution. The procurement was certified by LTJG Jake Acosta (SUPPO) on 25 June 2026 and concurred by Contracting Officer Patricia Castillo.

NAVSUP FLC San Diego Justification for Sole Source / Brand Name Sole Source (Simplified Acquisitions < $250K (Revised January 2020)

5. The material or service must be compatible in all aspects (form, fit and function) with existing systems presently installed/performing. Describe the equipment and/or functionality you have now and how the new item/service must coordinate, connect or interface with the existing system.

6. A patent, copyright or proprietary data limits competition:

7. The items are “direct replacement” parts/components for existing equipment. Provide the information about the Next

Higher Assembly (NHA)/equipment which the replacement parts are going into (e.g. description, model, part number, Original Equipment Manufacturer (OEM), etc.).

8. Other information to support sole source/brand name sole source procurement. The rationale must then justify

"either" substantial duplication of cost to the Government that is not recovered through competition or unacceptable delays in fulfilling the mission of the agency.

exclusion of other sourcesbrands: The DXP Model 47 fuel filtration system is a custom engineered piece of equipment designed by DXP Enterprises Inc. for the use of the US Navy and, in particular, the LCS platform. The DXP Model 47 is designed from the ground up to reduce weight and minimize footprint specifically for LCS-2 variant platform. The individual components are constructed from aluminum to minimize impacts to magnetic signature especially for Mine Warfare variant LCS class ships. The filter housing is the only part made of steel (aluminum vessel not available). The DXP Model 47 filters before entering storage tanks vice other manufactures that were only capable of filtering fuel after "dirty fuel" enters a clean storage tank.
4: The minimum requirements are: filter fuel prior to entering storage tank, low-cost replaceable filter elements, reduced weight, reduced footprint, accepts standard hoses/fittings aboard LCS, able to be moved with onboard equipment (forklift/pallet jack), and design pressure above standard refueling pressures CONUS/OCONUS. Requested material meets all above requirements as quoted, additional features available for additional costs.
coordinate connect or interface with the existing system: LCS-2 variant ships are not built with a fuel oil purifier or any mechanism to clean/polish fuel either during receipt or after fuel onload is complete. The DXP Model 47's custom design is predicated on matching installed fittings at both Port and Starboard bunker stations (where LCS-2s onload fuel OCONUS pierside), Additionally, the system is outfitted with appropriate hosing and fittings to accept any cam & groove style fitting from 2.5" through 8". Every fuel stop is made more difficult by supplying fuel vendor arriving with a different size hose than requested via LOGREQ. This design eliminates last minute trips across foreign port water fronts scavenging for the right combination of fittings to refuel to complete the mission.
6: The current design is proprietary and not available elsewhere. This design is the intellectual property of DXP Enterprises Inc. No other vendor has invested the time to develop a solution to solve LCS-2 variant fueling concerns.
Original Equipment Manufacturer OEM etc: N/A. The DXP Model 47 supports a fuel filtering capability that is not installed on any LCS-2 Variant ship.
unacceptable delays in fulfilling the mission of the agency: The DXP Model 47 is custom designed to increase availability of LCS-2 Variant Main Propulsion and Electrical Generator capabilities while reducing fuel filter replacement costs ($3200 per quantity of 4 Main Propulsion Diesel Engine filters provided by MTU). Deployed ships are reporting changing filters less than weekly after receiving low quality fuel with no fuel purifier installed. PMS dictates changing these filters approximately every 6 weeks (1000 hours of use) but filters are not lasting that long. With the added year-long lead time on these filters alone, LCS-2 Variant engine down time is increasingly difficult with out such a fuel filtration system. This capability should be installed on all LCS-2 Variants to save on maintenance costs, labor, and downtime on critical propulsion and electrical generation systems.
