About this file
This is a Justification for Sole Source document under simplified procedures supporting a maintenance services contract for an access control system at the U.S. Naval Academy's Bancroft Hall.
The acquisition covers annual preventative maintenance services for the LenelS2 OnGuard enterprise access control system, including all security doors, card access readers, and magnetic locks throughout Bancroft Hall. The contract period runs from October 1, 2026 through September 30, 2027 (base year), with three optional one-year periods extending through September 30, 2030. The sole source contractor is SigNet Technologies, Inc. d.b.a. Convergint Federal (CAGE Code 4A8Z7), which originally supplied and installed the system in 2024. Convergint will perform quarterly preventative maintenance inspections and servicing, plus provide responsive support for system issues. The justification emphasizes that all existing CAC readers and magnetic locks were installed by Convergint using custom configurations, proprietary protocols, encryption standards, and HID PIV CLASS middleware integrated with the LenelS2 OnGuard system. The document concludes that only Convergint can maintain this equipment while meeting NIST 800-116 and UL2050 standards, as alternate providers would create maintenance complexity, interoperability challenges, system instability risks, and operational risks incompatible with the Naval Academy's security mission. The Independent Government Estimate amount is redacted in the document.

Source Selection Information – See FAR 2.101 and 3.104
In conclusion, the requested services represent the minimum requirements of the government.
Describe in detail why only this source(s) can furnish the requirements to the exclusion of other sources.
The supplies or services must be compatible in all aspects (form, fit and function) with existing systems presently installed/performing. Describe the equipment/function you have now and how the new item/service must coordinate, connect, or interface with the existing system.
All CAC readers and magnetic locks currently installed in Bancroft Hall were provided and installed by Convergint Federal. As part of this implementation, Convergint integrated the readers with the LenelS2 OnGuard enterprise access control system using custom configurations, drivers, and firmware. This integration enables reliable communication among readers, control panels, and door controllers. These are critical components that depend on proprietary protocols and encryption. In addition, the system utilizes HID piv CLASS middleware to process CAC credentials.
Utilizing an alternate service provider or introducing non-standard hardware could increase maintenance complexity, create interoperability challenges, and elevate the risk of system instability or degraded performance. Continued support by Convergint ensures seamless integration with the existing infrastructure, preserves system reliability, and reduces operational risk while maintaining the high level of security required to support the U.S. Naval Academy’s mission. This continued maintenance effort supports the U.S.
Naval Academy’s commitment to maintaining a secure environment for residents, staff, and visitors while ensuring the long-term performance and effectiveness of critical security infrastructure throughout Bancroft Hall. Convergint Federal is the sole source capable of performing maintenance services on the access control security panels, modules, card readers, magnetic switches/door contacts, and magnetic locks to meet NIST 800-116, and UL2050 standards.
A patent, copyright or proprietary data limits competition.
These are "direct replacement" parts/components for existing equipment.
