About this file
This document is a Justification for Sole Source (JFSS) for procuring Sodium Hypochlorite from Marine Care B.V in the Netherlands for the Naval Station Rota in Spain. The procurement involves 16 containers of Sodium Hypochlorite 12.5%-15% at a total cost of $24,000, to be delivered in four shipments of 4 IBC (International Bulk Container) containers over 9 months. The chemical must be NSF/ANSI 60 Food Grade Certified, with strict requirements including dark containers to avoid UV degradation, certificates of analysis for each lot, and specific concentration parameters for drinking water treatment. Marine Care B.V was determined to be the only NSF-certified supplier of this chemical in Europe, necessitating a sole source procurement due to the oxidative process of bleach and challenges with international shipping of water treatment chemicals.

-A certificate of analysis of sodium hypochlorite concentration must be received with each lot number of the product.
- The estimation cost for the order of 16 containers is $24,000.
- Containers are non-returnable and will be delivered as follows:
1st shipment once contract is performed: 4 IBC will be received.
2nd shipment 3 months later: 4 IBC will be received.
3rd shipment : 3 months later: 4 IBC will be received.
4th shipment: 3 months later: 4 IBC will be received.
- Containers will be black to avoid UV light absorption and labeled with the NSF certification logo and the batch number for quality control/traceability.
- Each supply must be accompanied by a batch analysis in the form of CoA (certificate of analysis) stating the active percentage of chlorine. This certificate must be received by the
Utilities chemist, Angela Urbina Faraldo.
- Lead time to get material from Rotterdam warehouse to Rota is estimated in two weeks
FAR 13.106-1(b) 1 of2 after reception of the order.
3. Specific characteristics of the material or service that limit the availability to a sole source.
This chemical is used for Drinking Water Treatment at Naval Station Rota, Spain.
Based on the "Memorandum for Navy Overseas Installation Water Quality Boards (IWQB) and Regional Water Quality Boards (RWQB) "of 27 October 2016, attached, this chemical needs to be NSF certified to meet with National Sanitation Foundation (NSF)/American National Standards Institute (ANSI) Standard 60 for Drinking Water Treatment Chemicals-Health Effects for all U.S Navy installations overseas.
We have performed an exhaustive research of companies in Europe which supply NSF certified Sodium Bleach and based in the listing of companies and chemicals in http://info.nsf.org/Certfied/PwsChemicals/Listings, Marine Care is the only one which is NSF certified for Sodium Hypochlorite in Europe.
The oxidative process of bleach along the time, as the chlorine concentration is decreasing and it is converted into chlorates, which are contaminants for drinking water and its concentration, is limited for human consumption, makes it impossible to bring this chemical from United States where there are plenty of companies which supply NSF certified sodium hypochlorite.
I CERTIFY THAT STATEMENTS CHECKED, AND INFORMATION PROVIDED ABOVE, ARE
COMPLETE AND CORRECT TO THE BEST OF MY KNOWLEDGE. I UNDERSTAND THAT
THE PROCESSING OF THIS SOLE SOURCE JUSTIFICATION PRECLUDES THE USE OF
FULL AND OPEN COMPETITION.
