About this file

This is a Justification for Other than Full and Open Competition issued by the Defense Logistics Agency (DLA) Contracting Services Office – Columbus Division 3 for contract SP8000-26--*** authorizing the procurement of Adamas Intelligence Subscription Products.

DLA Strategic Materials seeks to award a firm-fixed price contract to Adamas Intelligence Inc. (NCAGE: L0UV7, SAM ID: W3BLNC55NA7) as the sole responsible source for online web-based subscriptions to six specialized intelligence products: Rare Earth Magnet Market Outlook to 2040 (5 Users), Rare Earth Pricing Outlook Quarterly (5 Users), Rare Earth Market Monthly (5 Users), Magnet Factory Database and Outlook (5 Users), Rare Earth Minerals Monthly (5 Users), and EV Motor Materials Monthly (5 Users). The contract will be awarded on a firm-fixed price basis for one base year with one optional one-year renewal. The justification establishes that Adamas Intelligence is the only responsible source capable of meeting DLA Strategic Materials' requirements because the company uniquely develops proprietary datasets through direct industry contacts that no other market intelligence provider can replicate at the required technical resolution. The statutory authority cited is 10 U.S.C. 3204(a)(1), which permits non-competitive procurement when only one responsible source can satisfy agency requirements. Market research conducted through industry expert engagement, SAM and GSA queries, and professional journals confirmed Adamas Intelligence's sole-source status. The Contracting Officer has determined the anticipated price to be fair and reasonable based on comparison with an Independent Government Cost Estimate (IGCE) and commercial pricing standards. As a commercial product under FAR 2.101, the acquisition will be synopsized on SAM.gov for approximately one week to provide potential offerors a reasonable opportunity to respond.
