JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION
1. Defense Logistics Agency (DLA) Troop Support, Construction and Equipment Supply Chain is the contracting activity.
2. The action being approved is the ability to solicit for DLA requirements on an other than full and open competition basis.
3. Following are the items required to meet DLA's needs:

4. The statutory authority permitting other than full and open competition is 41 USC 1901, as implemented by FAR 13.501(a)(1)(ii), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
5. The use of this authority is necessary
6. The requirement will be synopsized on the SAM.gov website as required by FAR 5.2. In addition, this justification will be posted with the solicitation in accordance with FAR 6.305.
7. As the Contracting Officer, I hereby determine that the anticipated cost to the Government will be fair and reasonable based on price analysis, including comparison to commercial catalog pricing and validation through sales invoices.

9. There are no additional facts supporting the use of this authority.

11. It is likely that the required items will continue to be procured on a sole source basis because of the nature and application of the items and the requirements of Title 29 of the Code of Federal Regulations (CPR), Chapter XVII, Part 1910.134 mentioned above in paragraph five
(5). However, the solicitation will be available to various dealers and distributors in an effort to promote competition. Any alternate offers submitted in response to the proposed procurement will be reviewed by this office and referred to the ESA for evaluation.
