JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION

(JOFOC)

For RFQ #80TECH25QA012 – Parametric Technologies Corporation (PTC) Windchill PDMLink Upgrade

1. Federal Acquisition Regulation (FAR) 6.303-2(b)(1) – Identification of the agency and the contracting activity, and specific identification of the document as a “Justification for other than full and open competition.”

This document is a justification for other than full and open competition prepared by

National Aeronautics and Space Administration (NASA) Information Technology Procurement Office (ITPO).

The procuring agency is the NASA, and the contracting activity is ITPO.

2. FAR 6.303-2(b)(2) – The nature and/or description of the action being approved:

This justification provides the rationale for contracting by other than full and open competition to award a contract with a brand-name description. This action is a Firm-Fixed- Price Purchase Order (PO) for the purchase of Parametric Technologies Corporation (PTC) Windchill Product Data Management (PDM) Link Upgrade. The total estimated value of the proposed order is and the estimated period of performance is four (4) months.

3. FAR 6.303-2(b)(3) – A description of the supplies or services required, to meet the Agency’s needs (including the estimated value):

The PTC Windchill software forms the core of the CAD infrastructure at NASA LaRC. It is also utilized across various NASA field centers for sharing design data and facilitating collaboration on aerospace flight vehicle and science instrument development projects.

NASA LaRC maintains active collaborative relationships with the following centers: Ames Research Center (ARC), Glenn Research Center (GRC), Goddard Space Flight Center (GSFC), Johnson Space Center (JSC), Kennedy Space Center (KSC), and Marshall Space Flight Center (MSFC).

NASA Langely Research Center (LaRC) currently utilizes Parametric Technologies Corporation (PTC) software products, including Creo Parametric as the primary computer-aided design (CAD) tool and Windchill PDMLink for product data management (PDM).

These tools are employed to store and manage LaRC CAD data and related electronic media in support of NASA projects.

Periodic software updates to Windchill are required as part of the maintenance agreement with PTC to ensure optimal performance and compatibility.

The existing Windchill environment is configured as a monolithic system, with the application, database, and publishing software operating on separate virtual machines (VMs).

Additionally, the environment includes two major customizations:

• AutoRevise: An automated workflow that transitions objects within a promotion request from the Pre-Production phase to the In-Work phase in the life cycle.

• Electronic Drawing Release (EDR): A workflow and InfoEngine-based customization that facilitates routing, signing/approval, publishing, and release of EPM Documents within the Windchill environment.

4. FAR 6.303-2(b)(4) – An identification of the statutory authority permitting other than full and open competition:

The statutory authority permitting other than full and open competition for acquisitions using the procedures in FAR Subpart 13.5 is 41 U.S.C. 1901.

5. FAR 6.303-2(b)(5) – A demonstration that the proposed contractor’s unique qualifications or the nature of the acquisition requires use of the authority cited:

The rationale supporting the use of FAR Subpart 13.5 is 41 U.S.C. 1901 for brand name PTC Windchill support services as described below.

It is essential to involve PTC as they are the only brand that can meet the requirement & specifications of LaRC’s Windchill environment. PTC has provided these proprietary, tailored software solutions to NASA LaRC and has implemented and maintained them for LaRC organization for more than twenty (20) years. Per NASA LaRC’s requirement, PTC will assign personnel to perform the upgrade and will provide weekly progress reports. They will also address any potential issues related to the upgrade and assess possible impacts on LaRC’s Windchill setup. This Windchill software will be used by the entire engineering design community at NASA LaRC. The specific product has been selected because Windchill serves as the primary platform for CAD file management and configuration control at NASA LaRC. The Windchill software is unique and compatible with our existing PTC Creo CAD files. The Agency’s significant investment in the PTC suite of integrated solutions has demonstrated that there is an interdependence between PTC Creo and PTC Windchill and that it is not interchangeable with other product lines. A move away from PTC would be debilitating to the organization. There is also an unquantified risk associated with compatibility with our existing PTC software, such as PTC Creo CAD software and PTC Generative Design software.

A denial of the Windchill license upgrade would result in a work stoppage at LaRC and could significantly impact our ability to support ongoing tasks within the Agency and with our commercial space partners. PTC has several authorized resellers of the PLM software required to meet NASA’s specific requirements. The PTC Windchill PLM software is unique and specifically designed to be compatible with our existing Creo CAD products, ensuring seamless collaboration with other field centers and data management.

Our commitment to this product has been ongoing for nearly two decades, with a total investment to date. Switching to an alternate software would result in immediate and significant impact to LaRC Engineering’s productivity, inter-center collaboration, and decreased workforce efficiency. A move away from PTC Windchill will be debilitating to the organization.

6. FAR 6.303-2(b)(6) – A description of the efforts made to ensure that offers are solicited from as many potential sources as practicable, including whether a notice was or will be publicized as required by Subpart 5.2 and, if not, which exception under 5.202 applies:

This Brand Name Justification (BNJ) will be posted on the Government Point of Entry (GPE) website (SAM.gov) concurrently with the solicitation in accordance with FAR 5.102(a)(6) and will be posted as full and open competition for PTC brand name products and services.

The Contracting Officer has determined in accordance with FAR 5.202(a)(10) that this action is exempt from the notice required in FAR 5.201.

7. FAR 6.303-2(b)(7) – A determination by the contracting officer that the anticipated cost to the Government will be fair and reasonable:

The Contracting Officer’s signature on this document indicates that the Contracting Officer has determined that the anticipated cost to the government will be fair and reasonable. The Contractor shall be required to submit a quote to be evaluated and negotiated by the Government. Prior to execution of the contractual instrument, a proposal analysis will be performed. The quote analysis will ensure that the final agreed-to price for the contract action is fair and reasonable in accordance with FAR 13.106-3.

8. FAR 6.303-2(b)(8) – Description of the market research conducted, and the results, or a statement of the reasons market research was not conducted (e.g., urgent, and compelling requirement):

Two (2) Request for Informantions (RFIs), 80TECH25RFI0013 & 80TECH25RFI0014 were posted to Sam.gov and GSA eBuy. NASA ITPO received one (1) response to the Sam.gov RFI and four (4) responses to the GSA eBuy RFI. The Contracting Officer reviewed the responses submitted under each RFI & determined that issuing the solicitation to GSA eBuy would be in the best acquisition strategy to meeting the requirement while also achieving adequate competition from capable contractors. RFQ #80TECH25Q00 was posted to GSA on August 8, 2025 with a closing date of August 18, 2025. No responses were received in response to the solicitation.

Additional market research was conducted via Sam.gov. The Department of the Army has made several awards to large businesses.

9. FAR 6.303-2(b)(9) – Any other facts supporting the use of other than full and open competition:

None.

10. FAR 6.303-2(b)(10) – A listing of the sources, if any, that expressed an interest in writing in the acquisition:

N/A; brand-name justification.

11. FAR 6.303-2(b)(11) – A statement of actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required:

The Agency will continue to examine the market in the future for alternative solutions or new sources before executing any subsequent acquisitions for the same requirements.
