About this file

This is a Justification for Sole Source or Brand Name document for audio and video peripheral equipment procurement by the Department of the Navy. The document lists multiple manufacturers including Christie Digital Systems, Vadio/Chief (Legrand), BRG Precision Products, Cisco Systems, Shure, QSC, Extron, Crestron, Biamp, Legrand/Middle Atlantic, and Sharp/NEC.

The procurement requires 32 distinct items across various quantities, including displays, microphones, matrix switchers, touch screens, cables, and accessories. The justification emphasizes the need for specific brand continuity with existing systems, noting that these brands have been used in previous fiscal year procurements (FY22-FY25). AVI-SPL, LLC is identified as the only contractor previously able to provide all required name-brand products under a single contract. The required delivery date is within 90 days after receipt of order (ARO), and the total procurement ensures compatibility with the government's existing audio-visual network infrastructure.

In conclusion, the requested supplies or services represent the minimum requirements of the government.

Describe in detail why only this source can furnish the requirements to the exclusion of other sources.

(what specific characteristics of the supplies or services limit the availability to a sole source (e.g., unique features, function of the item, etc.)?)

1. As depicted in the listing above, there are multiple sources used for this requirement. The brand names of each item are vital for the required continuity of all equipment purchased in the last four (4) years. There can be no variance in form, fit or function. All items must be supported by the Original Equipment Manufacturers to maintain warranties and support services. To date, there has been only one provider that could supply all required name brand equipment under one contract which ensures cost effectiveness. The approved Vendor shall provide Buyer with a copy of the End User license agreement and shall warrant that all Manufacturer software is licensed originally to Buyer as the original licensee authorized to use the Manufacturer Software.

The supplies or services must be compatible in all aspects (form, fit and function) with existing systems presently installed/performing. Describe the equipment/function you have now and how the new item/service must coordinate, connect, or interface with the existing system.

Equipment in the audio-visual suites currently utilize Extron audio-visual matrix switchers, Christie Digital displays, Shure microphones, QSC speakers, and Biamp digital signal processors enable the command to leverage available resources. Extron Electronics, Christie Digital displays, Shure, QSC, and Biamp match the government issued source specifications already in place. These brand names listed above comprise our network system. Any deviation from the aforementioned brand names will cause disturbance in USFFC system and will hinder the impact of their mission.

The tasking for the provision of audio and video peripheral equipment for a reduced LCM plan began in FY22 under award N0078922P0508, continued in FY23, award N0018923P0701, FY24 award N0018924P0238, continuing with FY25 funding. Prior awards were issued to AVI-SPL, LLC as they are the only single contractor that could provide all name brand products and accessories under one contract. The requested equipment is of the same brands/function of the FY22, 23 and 24 procurements’ which is required for fit, function and cohesiveness.
