About this file

This document is a FAR Part 13 Justification and Approval for a sole-source contract for the Installation Access Control Point (IACP) Video Surveillance System (VSS) Improvement at Fort Carson, Colorado. The 918th Contracting Battalion is seeking to award a new noncompetitive 60-day purchase order to upgrade existing video surveillance systems that have reached end-of-lifecycle, with a performance period from 22 September 2025 through 22 November 2025.

The procurement includes multiple Milestone XProtect software licenses, network servers with specific Intel Xeon processor configurations, video surveillance cameras with various resolutions and features (from Pelco), management workstations, and networking equipment. The total estimated value is redacted, but the contract will be fully funded using Operations and Maintenance Army (OMA) funds. The justification emphasizes that BW Secure remains the only authorized vendor for these systems at Fort Carson, with unique capabilities in system integration, cybersecurity compliance, and maintaining the installation's federated video management system. A Sources Sought notice was posted on SAM.gov on 15 May 2025, which attracted responses from eleven small businesses, though the procurement is structured as a sole-source award.

c. Impact if not approved: Contracting a video management system other than would introduce significant operational and compliance risks. A new system would lack an existing Authority to Operate (ATO), resulting in extended periods of non-compliance with DoD cybersecurity requirements. The does not currently possess the subject matter expertise required to develop a new ATO package. Personnel would need to be trained from the ground up, diverting resources and delaying implementation.

Developing an ATO is a labor-intensive process. An experienced IT specialist typically requires approximately 2,000 hours to complete the necessary documentation and assessments. If assigned to untrained personnel—such as security guards or specialists performing this task as an additional duty—the time requirement would increase substantially. Alternatively, contracting the development of an ATO externally would incur an estimated cost of .

Moreover, approving avoids the need to purchase separate licenses for multiple VMS platforms across the installation, resulting in significant cost savings and streamlined system management. The continued use of ensures compliance, operational efficiency, and fiscal responsibility.

6. Efforts to Obtain Competition: In accordance with FAR 5.201, a notice of intent to award a sole source contract will be published. All responses will be evaluated. The unique security, integration, and support requirements significantly limit effective competition.

a. Effective competition: Due to the interoperability, certification, and national security requirements, no effective competition is anticipated.

b. Subcontracting competition: The Government will encourage to competitively source any subcontracted equipment or non-proprietary services to the maximum extent practicable.

7. Actions to Increase Competition: Future actions to increase competition include assessing alternative integrators’ security credentials and ATO inheritance potential during the next lifecycle refresh. The Government will continue to monitor developments in interoperable VMS platforms that meet eMASS/RMF and NDAA compliance.
