About this file

This is a Justification for Exception to Fair Opportunity document for a sole source procurement under FAR 16.505(a)(4).

The Consumer Financial Protection Bureau (CFPB) is procuring a 12-month renewal of Relational Junction software licenses from Sesame Software for $98,000. The procurement is classified as a new Firm Fixed Price contract with no option periods under the Operations: Technology and Innovation (T&I) program office. Contracting Officer Catherine Palmer determined that Relational Junction is the only platform capable of performing the required function and justified the sole source acquisition under FAR 16.505(a)(4) as an item peculiar to one manufacturer. The anticipated award date is listed as June 1, 2026. The NAICS code assigned is 541519 (Other Professional, Scientific, and Technical Services), and the PSC code is 7F20 (Software).

Relational Junction enables automated downstream replication of Salesforce complaint data into CFPB-managed databases to support statutorily required consumer complaint functions under 12 U.S.C. § 5493(b)(3) and § 5493(b)(3)(C). The Bureau identified no functional alternatives, as Salesforce provides no native capability for structured data replication at scale with relational integrity, and other ETL tools cannot support the specific integration requirements. Loss of this tool would prevent the Bureau from maintaining its statutory consumer complaint database and generating congressionally mandated reports. The justification was approved by Technical/Requirements Official Jennifer Morrow on June 1, 2026 at 12:42:30 PM and by Contracting Officer Palmer on June 1, 2026 at 11:12:20 AM. Pre-solicitation documents remain in draft status with an Indefinite Quantity Cost Estimate (IGCE) and Statement of Work (SOW) to be added.

This is a brand-name-only renewal of software already in production use.

This procurement is for the renewal of existing software licenses for Relational Junction, developed by Sesame Software which is already in active production within the Bureau's enterprise data environment. This procurement is necessary for continuity of operations of statutorily required functions. The tool is used by the Technology and Innovation (T&I) team to meet statutory reporting and data management requirements related to the Bureau's consumer complaint function under 12 U.S.C. § 5493(b)(3) and § 5493(b)(3)(C).

Relational Junction is the only platform currently deployed that enables automated downstream replication of Salesforce complaint data into Bureau-managed databases. Without Relational

Junction, T&I does not have any viable way to extract and persist Salesforce complaint data in downstream systems. Salesforce provides no native functionality to replicate structured complaint records, especially at scale and with relational integrity, into environments used for complaint analytics, publication, and generation of congressionally mandated reports.

Without Relational Junction, the Bureau would lose its ability to maintain the statutory consumer complaint database and generate required reports to Congress. No short or medium term workaround exists that could provide equivalent functionality without significant operational, security, and compliance risk.

STATUS

Pre-Solicitation Documents in Draft

This is a brand-name-only renewal of software already in production use. The justification for continued exclusive use of Relational Junction is as follows:

-No Functional Alternative: Relational Junction is the only known product that replicates Salesforce data- preserving custom objects, metadata relationships, and schema integrity - into Bureau-authorized database environments.

-Critical Path Dependency: T&I's downstream consumer complaint data workflows, dashboards, and statutory reporting products are dependent on the output structure generated by Relational Junction. Replacing the tool would require full redesign and reimplementation of the pipeline.

-No Redundant Tools Available: Salesforce's native export tools do not support automated, structured, relational data replication. Other ETL tools fail to support hte specific Salesforce-to-Bureau-database integration required, or are incompatible with existing security, cloud, and procurement controls.

-Operational Continuity: License rewewal avoids mission disruption, legal risk, and breakdown in data availablity for complaint monitoring and oversight.

The Contracting Officer will determine fair and reasonable prior to award.

Since this effort does not exceed $250K, this certification also serves as approval.
