About this file

This is a Justification for Other than Full and Open Competition (Brand Name) document from the Department of Transportation Federal Highway Administration's Eastern Federal Lands Highway Division for the procurement of an Unmanned Aircraft System (UAS) with Lidar Survey System.

The agency seeks to procure a Freefly Alta X UAS platform and Yellowscan VX20-300 Integrated System Lidar Unit platform, including calibration, data processing software, and training, with an estimated value of $243,000 over a 6-month period. The justification cites limited competition due to specific requirements: the UAS must be on the Department of Defense's DIU "BlueList" for NDAA compliance, meet FAA Part 107 rules, and ensure interoperability with other Federal Lands Highway divisions that use the same platform. Market research included online searches and outreach to vendors, with Frontier Precision (Seattle, WA) and Duncan-Parnell, Inc. (Morrisville, NC) expressing interest. The solicitation will be published on SAM.gov in accordance with FAR Subpart 5.1.
