About this file

This is a Brand Name Justification document issued by the Eastern Federal Lands Highway Division of the Federal Highway Administration for the procurement of Oracle Corporation products, specifically "Primavera P6 Enterprise Project Portfolio Management," "Primavera P6 Progress Reporter," and "Oracle Business Intelligence Publisher" software under simplified acquisition procedures (under $250,000).

The justification explains that in 2014, Federal Lands Highway (FLH) was directed to standardize on a single Project Management Information System (PMIS) platform across all three division field offices. After evaluating multiple platforms, including Deltek Open Plan and Oracle Primavera, the agency selected Oracle Primavera due to lower purchase, conversion, and maintenance costs, plus enhanced timesheet application functionality. The procurement requires vendors to be authorized Oracle resellers and must submit responses within 15 days of posting. The software renewal is necessary to maintain the Single Enterprise mandate and ensure access to technical support for IT security requirements and best practices.

BRAND NAME JUSTIFICATION

For purchases made under FAR Part 13, Simplified Acquisition Procedures (Under

$250,000)

Name and Location of the organization making the purchase:

Eastern Federal Lands Highway Division Federal Highway Administration Quantum Park 22001 Loudoun County Parkway Building E‐2, Suite 200 Ashburn, VA 20147

Describe supplies and/or services being procured:

The "Primavera P6 Enterprise Project Portfolio Management", "Primavera P6 Progress Reporter", and "Oracle Business Intelligence Publisher" are Oracle Corporation products.

The Oracle software is currently in use by all three Federal Lands Highway (FLH) Division Field Offices as their Project Management Information System (PMIS) to manage projects and resources and budgets.

FLH was directed to identify a singular PMIS platform to be more efficient and uniform across Federal Lands as well as to address risks identified in the Investment Review Board submittals. To maintain this Single Enterprise (One FLH) mandate, it is necessary to renew the Oracle software maintenance agreement to ensure that Eastern Federal Lands has access to technical support required to stay current with IT Security requirements and general best practices.

Name and Contact Information of Required Source:

Authorized Oracle Resellers Rationale supporting specific brand name acquisition under the simplified acquisition threshold (Authority under FAR 11.105(a)(1) and FAR 13.501(a)(1))

In 2014, FLH was directed by OST to identify a single PMIS platform to use across all FLH. At the time two platforms were in use, Deltek Open Plan (at EFL) and Oracle Primavera (at CFL and WFL). During the review process, other platforms were also considered even though throughout most of the construction Industry, Open Plan and Primavera are the two most common and feature‐rich platforms. A list of requirements was generated that contained not only must haves, but also nice‐to‐have features were included. Each platform was reviewed against the requirements to determine eligibility to move forward in the evaluations. The two platforms left standing were Open Plan and Primavera.

Costs (including purchase, conversions, operation and maintenance) were included in the overall cost analysis. In the end, despite many similarities between the two platforms, Oracle Primavera was the recommended direction due to its lower purchase, conversion and operation and maintenance costs, plus a few features including more flexibility and functionality of the Timesheet application. Requirements were centered around the Timesheet application function within each platform.
