Rationale supporting the sole source acquisition (Authority under FAR 13.106-1(b))
“(b) Soliciting from a single source:
(1) For purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency*, exclusive licensing agreements, brand name or industrial mobilization). “
The EFL lab currently uses a Geocomp Loading device and for over 20 years with satisfactory perfromance. The EFL lab has used other loading devices previously that did not deliver the quality of measure or the quality of support.
Molds, parts and supporting equipment currently owned by EFL laboratories are compatible with the GeoComp Loading device. This will make the overall purchase more cost effective.
The GeoComp loading device is the only device technicians are trained to use and level of support from GeoComp is satisfactory.
