Statement of Work

This statement of work is for the purchase of a loading device used to complete AASHTO T 193 California Bearing Ratio (CBR) Testing. The CBR test is used to evaluate the strength of cohesive materials such as those used in roadway subgrade, subbase, and base course. The loading device should meet all requirements including connected items such as Piston, distance measuring and data acquisitions that are inclusive to the device.

Specification/Requirements

A. Electro-Mechanical Loading Device Design

1. Comply with all AASHTO T 193 requirements.

2. Force measures up to 10klbf (45kN)

3. Loading Device shall be a compression type apparatus capable of uniform load with rate of 1.3 mm/min. (0.05 in./min.)

4. Metal Pison with of circular cross-section having a diameter of 49.63 ± 0.13 mm

(1.954 ± 0.005 in.) area = 1935 mm2 (3 in.2) and not less than 102 mm (4 in.)

long.

5. Distance indicators shall have a 25-mm (1-in.) throw and read to 0.02 mm (0.001 in.) at a minimum readability.

6. Loading Device shall accommodate typical AASHTO T 193 testing specimen height after Piston is included.

7. Data acquisition of measurements from USB port.

8. Must operate 120 Volt, 60Hz, 1 phase system.

9. Maintenance of equipment must be able to be accomplished by laboratory technician and have written procedure.

B: Calibration/Verification Equipment

1. Must have procedure for completing calibration meeting AASHO T 193.

C: Software Design

1. Must supply the computer to operate the CBR loading device with preinstalled software for the acquisitions and subsequent analysis. Computer must operate off the network or internet connection.

2. Must have ability to retain calibration properties.

D: Service & Support

1. The Loading Device supplier must be capable of support through phone and e-mail. All vendors submitting for this device must provide satisfactory documentation of manufacturers support.

2. Must offer assistance in initial installation and training to properly perform AASHTO T 193 and analyze AASHTO T 193 results.

3. Must offer 6 month warranty after initial installation that includes instructional support and manufacturer’s support from manufacturer for checking any equipment operation or software analysis.

AWARD MAY BE BASED ON OTHER THAN THE LOWEST COST AND WILL BE

BASED ON THE BEST VALUE TO THE GOVERNMENT. PRICE AND OTHER

FACTORS WILL BE CONSIDERED. AWARD SHALL BE BASED ON PROPOSED

METHODS AND TECHNIQUES TO PERFORM THE REQUIREMENTS OF THE

STATEMENT OF WORK, QUALIFICATIONS, AND EXPERIENCE.
