A Special Notice was published on SAM.gov on September 16, 2026 (Notice ID 36C25026Q1012), announcing the intent to award on a sole-source basis, remaining open through September 23, 2026. The Contracting Officer certified on September 24, 2026 that the anticipated price of $139,200.00 is fair and reasonable based on comparison with the Government's estimate and historical pricing from the predecessor contract.

1. Contracting Activity: Department of Veterans Affairs, VISN 10, Louis Stokes Cleveland VA Medical

2. Nature and/or Description of the Action Being Approved: This action is for the award of a new firm-fixed-price contract, Contract No. 36C25027P0019, to CDS Services Inc., a certified Service- Disabled Veteran-Owned Small Business (SDVOSB), for bed bug extermination services supporting the Louis Stokes Cleveland VA Medical Center and associated CBOCs. The acquisition will be awarded as an SDVOSB sole-source contract under the Veterans First Contracting Program. The contract will consist of one 12-month period of performance with no option periods.
3. Description of Supplies/Services Required to Meet the Agency’s Needs: The Department of
Veterans Affairs requires bed bug extermination services for the Louis Stokes Cleveland VA Medical
Center and associated CBOCs and VA facilities throughout northeast Ohio. Services will be provided on an as-needed basis and will include inspection, treatment, follow-up inspection/verification, and related pest-control services necessary to identify, treat, and control bed bug activity in patient care, residential, administrative, and other affected areas. The contractor shall provide all labor, supervision, materials, equipment, transportation, and other resources necessary to perform the required services in accordance with the Performance Work Statement. The estimated total value of the acquisition is $139,200.00. The period of performance is October 3, 2026 through October 2, 2027, consisting of one 12-month period with no option periods.
4. Statutory Authority Permitting Other than Full and Open Competition: 41 USC §3304(a)(5), 38 U.S.
Code § 8127(b), as implemented by RFO 6.103-5 (Authorized or Required by Statute). COs may use the non-competitive (sole source) procedures authorized in VAAR 819.7008 (DEVIATION) or VAAR
819.7009 (DEVIATION)- up to $5,000,000. Check the specific VAAR clause used below:

5. Demonstration that the Contractor’s Unique Qualifications and/or Nature of the Acquisition Requires the Use of the Authority Cited Above (applicability of authority): Pursuant to 38 U.S.C. § 8127(b), 41 U.S.C. § 3304(a)(5), VAAR 806.302-570(a) and (b), and VAAR 819.7008, the Contracting Officer may use other than competitive procedures to award this requirement to an eligible SDVOSB. The anticipated value of this acquisition is $139,200.00, which is below the Simplified Acquisition Threshold.
CDS Services Inc. is a certified SDVOSB and small business under NAICS 561710 and meets the applicable eligibility requirements of VAAR 819.7003. Based on the market research conducted, knowledge of the predecessor requirement, and the contractor's demonstrated capability to perform the required bed bug extermination services, the Contracting Officer has determined CDS Services Inc. to be a responsible source with respect to performance.

The Contracting Officer has determined that use of the Veterans First SDVOSB sole-source authority is in the best interest of the Government. A determination that only one SDVOSB can meet the requirement is not required when exercising this authority.
6. Description of Efforts Made to ensure that offers are solicited from as many potential sources as deemed practicable, including whether a notice was or will be publicized as required by RFO 6.301 and, if not, which exemption under RFO 5.101(b)(1) applies: The Contracting Officer determined that soliciting an offer from CDS Services Inc. was appropriate under the Veterans First SDVOSB sole-source acquisition strategy. CDS Services Inc. was identified as an eligible and capable SDVOSB, and a quotation was obtained from the firm for the required bed bug extermination services.
The Department of Veterans Affairs publicized a Special Notice on SAM.gov on September 16, 2026, under Notice ID 36C25026Q1012, announcing its intent to award the requirement on a sole-source basis to CDS Services Inc. The notice identified the requirement, the intended source, and the applicable Veterans First sole-source authority and remained open through September 23, 2026, at 4:30 PM EDT. The notice was informational and did not request quotations, proposals, or capability statements.
A sources sought synopsis was not issued. Market research supporting the acquisition strategy is separately documented in the acquisition file.
7. Determination by the CO that the Anticipated Cost to the Government will be Fair and Reasonable: The anticipated contract price is $139,200.00. The Contracting Officer determined the anticipated price to be fair and reasonable based on comparison of CDS Services Inc.’s current quotation with the Government’s estimated value and consideration of historical pricing and the pricing structure under predecessor Contract 36C25026P0038. The Contracting Officer also considered the scope, locations, response requirements, and one-year period of performance in evaluating the proposed price.
This acquisition is for a commercial service and is below the Simplified Acquisition Threshold.
Certified cost or pricing data are not required. No cost analysis, audit, or separate technical price evaluation is anticipated. The Contracting Officer will document the final price-reasonableness determination in the contract file prior to award.
8. Description of the Market Research Conducted and the Results, or a Statement of the Reasons
Market Research Was Not Conducted: Market research was conducted in accordance with applicable acquisition requirements and included review of the SBA Small Business Search (SBS)/VetCert information, personal knowledge gained from prior VA pest-control acquisitions, and review of predecessor Contract 36C25026P0038. The requiring activity’s prior market research was also included in the acquisition file as supporting documentation.
The SBA Small Business Search confirmed that CDS Services Inc. is a certified Service-Disabled Veteran-Owned Small Business (SDVOSB) eligible for consideration under the Veterans First Contracting Program. CDS Services Inc. is identified as a small business under NAICS 561710, Exterminating and Pest Control Services. Market research and knowledge of the predecessor requirement support the Contracting Officer’s determination that CDS Services Inc. has the capability and capacity to perform the required bed bug extermination services.
The estimated value of the acquisition is $139,200.00, which is below the Simplified Acquisition Threshold. The market research was not conducted for the purpose of establishing the availability of two or more SDVOSBs for a competitive set-aside. The Contracting Officer determined that use of the Veterans First SDVOSB sole-source authority is appropriate for this requirement and that CDS Services Inc. is an eligible source for the contemplated award.

9. Any Other Facts Supporting the Use of Other than Full and Open Competition: None. The authority for use of other than competitive procedures is 41 U.S.C. § 3304(a)(5), as authorized by 38 U.S.C. § 8127(b), and implemented by VAAR 806.302-570(a) and (b), VAAR 813.106-70(b), and VAAR 819.7008.
10. Listing of Sources that Expressed, in Writing, an Interest in the Acquisition: CDS Services Inc. – Submitted a quotation for the required bed bug extermination services and is the intended SDVOSB sole-source awardee.
11. A Statement of the Actions, if any, the Agency May Take to Remove or Overcome any Barriers to Competition before Making subsequent acquisitions for the supplies or services required: No specific barriers to competition requiring corrective action were identified. Prior to any subsequent acquisition for these services, the Department of Veterans Affairs will conduct market research appropriate to the requirement and reassess the availability of eligible VetCert-listed SDVOSBs/VOSBs and the appropriate acquisition strategy. No additional actions are planned at this time. The current acquisition is limited to one 12-month period of performance with no option periods.
