2. Description of Action: Weapons Systems & Technology Directorate (WS&T) requests a firm-fixed price with Siemens Industry Software Inc. of
. The Government projects award for August 2022 and fiscal year 2022, funds RDT&E funds will be used.
3. Description of Supplies/Services: This procurement is for software license renewals and maintenance for Siemens Simcenter 3D. The contractor will provide continued upgrades and maintenance on the existing set of Siemens Simcenter 3D licenses. The set of licenses to be supported consists of the following:

5. Reason for Authority Cited: Siemens Inc. is the sole provider of this software. They have the proprietary rights and they have no re-sellers. Siemens Inc. is the only company able to service the user community.
This software is commonly used for modeling and simulation of conceptual and existing mechanical systems. The program enables the virtual testing and optimization of overall designs or modifications, to determine results before actual manufacture and testing.
Siemens Simcenter 3D Software is required for compatibility with existing Simcenter 3D Modeling & Simulation government created legacy analytical models, as well as personnel capabilities. We currently have such licenses and up to users trained exclusively on this dynamic analysis software
DEVCOM-AC engineers have used this software for many years and have developed a library of artillery system models including firing and mobility simulation capability, as well as various subsystems of these legacy platforms. Today DEVCOM-AC is strongly embedded in the use of this software in the current efforts on ERCA programs with highly sophisticated simulation models of these systems that have been adjusted and validated over this time. We work closely with DEVCOM-GVSC on the ERCA programs and they also use this software, making it highly beneficial to the Government in sharing model data and analysis results.
It is in the Government’s best interest to renew this software in order to support productivity, control costs and minimize development lead time as no other contractor can support this software. The renewal will provide annual support, updates, and bug fixes within the DEVCOM-AC community which in turn will support mission requirements for applications within DEVCOM-AC’s collaborative integrated development environments.
As described at FAR 6.302-1(a)(2), when the supplies or services required by the agency are available only from one responsible source, or for DoD, NASA and the Coast Guard, from only one or a limited number of responsible sources, and no other types of supplies or services will satisfy agency requirements, full and open competition need not be provided for. As further described in FAR 6.302-1(c), an acquisition or portion of an acquisition that uses a brand-name description or other purchase description to specify a particular brand-name, product, or feature of a product, peculiar to one manufacturer does not provide for full and open competition, regardless of the number of sources solicited; and shall be justified and approved in accordance with FAR 6.303 and 6.304.
6. Efforts to Obtain Competition: Requirements were posted on CHESS, where no vendors could supply the required software as SIEMENS does not utilize resellers.
7. Actions to Increase Competition: There are currently no actions to be able to increase competition. The Software is only available from the one authorized reseller, the manufacturer itself.
8. Market Research: CHESS is a mandatory source of supply for hardware and software. CHESS was reviewed, but this source is not available from CHESS and a waiver has been obtained. DEVCOM-AC conducted internet searches but found no sources that can support this software. This office called Siemens Product Lifecycle Management Software Inc. and they have no resellers. Siemens software licenses cannot be upgraded and maintained by any other vendor. Siemens has proprietary rights for this software item. Market Research has deemed no other vendor can meet this requirement. Siemens is the sole distributor of Simcenter 3D software.
