About this file

This Limited Sources Justification document details the Defense Commissary Agency's (DeCA) requirement for whole facility maintenance services for 183 commissary locations in the contiguous United States, Alaska, Hawaii, Guam, and Puerto Rico. The contract will cover services from January 1, 2026, through December 31, 2026, with an estimated value of $109,524,205.00. The justification is for a short-term contract modification using existing General Services Administration (GSA) Multiple Award Schedules.

Market research identified three potential service providers with the demonstrated ability to perform the requirement: Jones Lang LaSalle Americas, Inc., J&J Maintenance Inc., and Nelson Refrigeration Inc. The justification highlights that these incumbent contractors possess unique knowledge of the commissary system's maintenance history and that changing providers would risk mission-critical service interruptions. DeCA plans to use this short-term contract while preparing a long-term solution solicited through full and open competition procedures, with the follow-on requirement to be posted to the Governmentwide Point of Entry.

Control Number: HQC013-26-01 Limited Sources Justification

A. Justification

1. Contracting Office: Defense Commissary Agency (DeCA), Whole Facilities Maintenance

(CCQE), 1300 Eisenhower Ave., Fort Lee, VA 23801-1800.

2. Type of Contract Action: This a Class justification under the authority of the Multiple-Award

Schedule Program modifying the following Agency contract orders awarded against General

Services Administration (GSA) Multiple Award Schedules (MAS): HDEC0320F0045, HDEC0320F0046, HDEC0320F0047, HDEC0320F0048, HDEC0320F0049, HDEC0320F0050, HDEC0320F0051, and HDEC0320F0052.

3. Description of Supplies or Services: DeCA requires uninterrupted whole facility maintenance services from January 1, 2026 through December 31, 2026 for 183 contiguous United States

(CONUS), Alaska, Hawaii, Guam, and Puerto Rico commissary locations with an estimated value of $109,524,205.00 from the following MAS service providers: J&J Maintenance, Inc., Jones Lang

LaSalle Americas, Inc., and Nelson Refrigeration, Inc.

4. Authority Cited and Supporting Rationale: 41 U.S.C. 152(3), Competitive Procedures, and

40 U.S.C. 501, Services for Executive Agencies, and Federal Acquisition Regulation 8.405-6.

The long-term solution follow-on requirement pre-solicitation documents experienced an unforeseeable delay. Market research conducted for the follow-on requirement identified common commercial practices with regards to soliciting and awarding competitive acquisitions for whole facility maintenance services essential for potential sources to fully understand the requirement and enable them to propose a competitive fair and reasonable price. As a result, it was necessary for DeCA to delay the solicitation while the information was collected, organized, and incorporated into the pre-solicitation documents, thus delaying timely award of the follow-on requirement.

The award of the follow-on requirement will include a 45-to-60-day transition period overlapping with the period of performance stated above to allow for the transfer of maintenance, repair, and replacement records from the incumbent to the successful offeror or offerors.

The sources stated above are incumbents and possess unique knowledge regarding the commissary system’s specific whole facility historical maintenance, repairs and replacements. A transition period would not be required. Services for the maintenance of the commissary facilities are mission critical and cannot be allowed to lapse. At this time, an award to any other source for this short-term period would result in unacceptable delays in fulfilling the requirement and an interruption of mission critical services. The incumbent contractors’ ongoing site familiarity, staffing infrastructure, and

Control Number: HQC013-26-01 Limited Sources Justification successful performance record would prevent transition-related disruptions during this short-term period while the long-term follow-on requirement utilizing full and open competition procedures is being finalized.

5. Best Value Determination: A best value determination was made at the time of contract award. The contracting officer has reviewed the determination and concludes the determination extends through this action because the requirements are unchanged.

6. Market Research: Market research conducted for the long-term follow-on requirement identified 18 potential sources to include MAS and non-MAS sources. Analysis of the interested sources identified during recent and relevant market research for the long-term solution concluded the following are the only potential sources with the known and demonstrated ability to perform this short-term requirement:

• Jones Lang Lasalle Americas, Inc, 200 E Randolph Street, FL 46, Suite 4600, Chicago, IL 60601-6522

• J&J Maintenance Inc., 8350 Broad Street, McLean VA 22102-5152

• Nelson Refrigeration Inc., 12110 Cary Circle Suite 6, La Vista, NE 68128-5573

7. Other Factors: DeCA’s unique mission requires whole facility maintenance services above and beyond those required by traditional federal agencies. DeCA’s requirement includes commercial equipment and facility features traditionally used in commercial grocery resale establishments. Commercial grocery resellers typically employ in-house personnel with the knowledge, skills and abilities to perform the whole facility maintenance service requirements rather than contract out the services. Given these two unique scenarios, the procurement of these services presents additional challenges in the procurement of a long-term solution. As a result, best value for the long-term follow-on solution is not expected to be achieved through a GSA MAS solicitation.

8. Actions to Increase/Foster Competition: The follow-on requirement will be posted to the

Governmentwide Point of Entry and will be solicited in accordance with full and open competition procedures.
