The new hoist and trolley shall be a 10 ton rated capacity indoor overhead crane with an underhung trolley Class D. The work includes installation of the power for the bridge.
All applicable industry standards/regulations and environmental standards are listed in section 01 45 00 in the Spec.
Section C: Justification for Soliciting from a Single Source or Brand Name
The cranes in B607 Tunnel D and Tunnel E are not only used to lift heavy loads, but also unique and very valuable test articles.
These test articles can be the result of contracts valued in millions of dollars. The ability to set these test articles in the test chamber with exacting precision is very important, as they can easily be damaged. It is in the best interest of the Air Force to minimize this probability of damage. One decisive method to minimize the potential for undesirable incidents is having identical crane systems between the two test cells, with the same controls, performance, and behavioral characteristics. This would minimize the potential for operator error, caused by having to know and operate two different crane systems. The time and cost of training would be reduced as users would only have to focus on a single type of equipment and system while lowering the risk of accidents. Furthermore, commonality between the two crane systems will aid in support, maintenance, and repair activities. Equipment will be standardized which can simplify maintenance and repair efforts. Compatibility issues can be avoided with parts and accessories to include the operating pendant. These items can be long lead and this interchangeability will reduce test down time. Having the access to the same support service and simplify the process of maintenance and repair.
Section D: Efforts to Obtain Competition
As identified through market research, this effort cannot be met via the AbilityOne program or through an existing contract vehicle.
Section E: Steps to Preclude Future Single Source or Brand Name Awards
AEDC personnel will continue to do market research through Internet searchers, trade shows, conferences and dialogue with subject matter experts in this technical field to increase competition with other brands for the current crane requirements at Arnold. If other brands are found to be capable of meeting AEDC's requirements then those brands will be considered for future requirements.
