Award of a contract on sole source basis for dining tents in support of providing meals to the Brigade of Midshipmen at United States Naval Academy (USNA) during the FY20-21 Academic Year.
USNA requires tents to be used as additional space for providing meals to the Brigade of Midshipmen. Tents will need to be equipped with siding to protect from the elements, be climate controlled, have lighting, and a sufficient number of tables and chairs to support seating. In order to support the lighting and climate control vendor will need to provide HVAC, generator, and fuel.

41 USC 1901 (e) (2) – a sole source acquisition under the authority of the test program for certain commercial items, as implemented by FAR 13.501 (a) 41 USC 1903 – Special Emergency Procurement Authority – a sole source acquisition in support of a contingency operation; or to facilitate the defense against or recovery from nuclear, biological, chemical, or radiological attachk against the United States, as implemented by FAR 13.501 (a).

This requirement is of unusual and compelling urgency. In order to support the mission of USNA and support the dietary/nutritional requirements of the Brigade of Midshipmen while ensuring maintaining of recommended social distancing to protect against spread of COVID-19, USNA will require additional space to provide meals. Reform of the Brigade is currently scheduled to commence around 27 July 2020 with full reform by 04 September 2020. Vendor has indicated they require two weeks to procure equipment and two days to place tents and supporting equipment. Not receiving sole source authority will result in failure of USNA to meet the mission of safely providing meals to the Brigade of Midshipmen within the scheduled time while not conflicting with the academic aspect of the USNA's mission.
During market research multiple vendors expressed interest in the requirement. Of these, only four (4) met the mileage from USNA requirement. Each of the four (4) vendor provided a rough order of magnitude (ROM) that included a total price for the effort as well as monthly pricing for all required supplied and services. After review, USNA feels that Grand Rental Events is the preferred vendor for sole source award.
Determination was made based on time Grand Rental Events will be able to source and install required equipment, positive reports on past performance with USNA, and providing the lowest cost to the government by of the contract and overall saving of Grand Rental Events is a small business.
The Contracting Officer has determined the anticipated cost to the Government of the supplies/services covered by the J&A will be fair and reasonable.

Due the urgency of need to support the mission of USNA future competition is not anticipated. As this requirement is only planned during the academic year or until the requirements to maintain social distancing and prevent potential exposure or spread of COVID-19, whichever is shorter, it is not expected to be an ongoing requirement.
If the requirement extends into the next academic year, and the summer training schedule supports, USNA would be able to re-compete for future academic years.
