About this file

This is a Justification and Approval (J&A) document for a sole source contract award by the Department of Navy, NAVSUP Fleet Logistics Center Norfolk.

The contracting activity seeks to award a new sole source contract to Timken Gears & Services, Inc. for technical oversight and engineering support related to Main Reduction Gear (MRG) repairs aboard a Navy submarine currently drydocked at TRIDENT Refit Facility, Kings Bay. The MRG is a critical mechanical transmission system that converts high-speed, low-torque engine output into low-speed, high-torque propeller shaft energy. Timken Gears & Services, Inc. is designated as the sole source vendor because it acquired all proprietary drawings, technical data, and design information following Philadelphia Gear's 2011 acquisition as a Timken subsidiary. The company maintains no authorized distributors and is the exclusive provider of both OEM parts and specialized repair services for this equipment. The requirement has a Period of Performance from July 21, 2026 through November 15, 2026, consisting of a 2-month base period and 1.5-month option period, funded with FY26 Navy Operations & Maintenance appropriations. Services include technical direction for repair methods per OEM standards, monitoring execution and workmanship adherence, condition evaluation, final OEM validation of completed repairs, real-time technical consultation, and support during critical disassembly/reassembly events. The statutory authority for sole source procurement is 41 U.S.C. 1901 under simplified acquisition procedures for commercial services. A sources sought notice posted July 1-6, 2026 yielded no competing vendor responses, and market research confirmed no alternative sources provide equivalent capabilities.

JUSTIFICATION AND APPROVAL

FOR USE OF OTHER THAN FULL AND OPEN COMPETITION

1. Contracting Activity.

The contracting activity is NAVSUP Fleet Logistics Center (FLC) Norfolk, Contracting Dept., Fleet Directorate.

2. Description of the Action Being Approved.

This is a sole source action to be awarded as a new contract to Timken Gears & Services, Inc.

TRIDENT Refit Facility, Kings Bay (TRIREFFAC-KB) requires technical oversight and engineering support following the Original Equipment Manufacturer (OEM), Philadelphia Gear, inspection of the Main Reduction Gear (MRG) aboard The purpose of a MRG in a ship is to convert the high-speed, low-torque output of the ship's engines (such as gas turbines or diesel engines) into the low-speed, high-torque energy required to efficiently turn the propeller shaft and move the vessel. Ship engines operate most efficiently at very high speeds, whereas propellers operate most efficiently at much lower speeds. The MRG acts as the mechanical transmission and bridge between these two opposing requirements. By using a system of interlocking, specialized gears—often configured to reduce speed in multiple steps—it scales down the rotations per minute (RPM) while multiplying the turning force (torque). It is noted that Philadelphia Gear (PG) became a wholly owned subsidiary of Timken, operating under Timken Gears & Services Inc. in the year of 2011. Timken Gears & Services Inc. owns all proprietary drawings, technical data and design information regarding

MRG. It is noted that Timken Gears & Services Inc. has not only acquired the proprietary information developed but has also acquired the proprietary information that PG developed. A such, Timken Gears & Services Inc. is the sole source vendor for not only services but for OEM parts as well. Timken Gears & Services Inc. does not have any authorized distributors that sell their parts or provide their services.

As the Main Reduction Gear (MRG) aboard is inoperable causing the submarine to be currently drydocked, the technical oversight and engineering support that is being procured from Timken Gears & Services, Inc. is the actual oversight of the repairs being made to the Main Reduction Gear (MRG) by Civilian and Department of NAVY personnel. More specifically, the services that are being procured include technical direction for repair methods and techniques in accordance with OEM standards, monitoring execution to ensure adherence to approved procedures and acceptable workmanship standards, evaluate repair conditions and provide recommendations for continuation, modification, or cessation of work, conduct final inspection and provide OEM validation/acceptance of completed repairs, provide real-time technical consultation to TRIREFFAC-KB personnel, throughout execution, support critical evolutions, including shift turnovers and key disassembly/reassembly events and to provide status and coordination support.

The services are currently being procured are of those that are currently being performed under Contract N4446626P0046. Contract N4446626P0046 was awarded on a sole source basis to

6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable.

In anticipation for the follow-on requirement, a sources sought notice was posted to the Government Point of Entry (GPE) via SAM.GOV on the date of 01 July 2026 to 06 July 2026.

As a result, there were no vendors who submitted a response. The synopsis required by 5.201 will be published to SAM.GOV as intent to solicit and procure on a sole source basis to Timken Gears & Services, Inc.

7. Determination of Fair and Reasonable Cost.

The Contracting Officer has determined that the anticipated cost to the Government of the services covered by this J&A will be fair and reasonable.

8. Actions to Remove Barriers to Future Competition.
