command and control functions, as this information is proprietary to the current infrastructure and configurations of system operations. As such, delays would be unacceptable and disruptive, and it is imperative to prevent service degradation and protect patient safety. Although there are additional authorized vendors available to potentially support the governments need, due to the current infrastructure and proprietary set up at Naval Hospital Beaufort’s Hospital Emergency Notification system with Alliance Technology Group LLC, a new vendor would cause a substantial duplication of cost to the Government that is not expected to be recovered through competition. The loss of phone capability, whether in routine operations or emergency scenarios, would constitute a critical failure in our ability to execute clinical care, coordinate logistics, and uphold our readiness posture. Immediate resolution and contract action are imperative to prevent service degradation and protect patient safety.
The AVAYA CM10.1 PBX system, is an upgrade and its architecture supports up to 3,700 endpoints, with 1,000 phones currently deployed across the installation. Additionally, the system will integrate three (3) critical servers which are: (a) Sonexis-Enabling up to 100 concurrent ports for secure, on-demand conference calling; (b) AVAYA Messaging-Providing essential virtual faxing and voicemail-to-email services, which replaced legacy the ESNA system; and (c) CAIRS-Delivering vital call accounting and data tracking, which replaced the legacy CALERO system.
Alliance Technology Group, LLC. is specialized and is an Avaya authorized reseller in good standing with Avaya. As a partner in good standing, Alliance Technology Group, LLC. is authorized to design and resell Avaya Solutions with Avaya support to the Federal Government.
6. Efforts to Obtain Competition: A Combined Synopsis was posted on SAM.gov on 23 July 2025 to verify other vendors could not provide the required AVAYA Call Manager 10.2, Sonexis, Calero Call Auditing and Reporting, and ESNA OfficeLinks. The Combined Synopsis expired on 30 July 2025, and the Government received no responses. As a result of the Combined Synopsis being posted, the only vendor capable of meeting the requirement for the AVAYA Call Manager 10.2, Sonexis, Calero Call Auditing and Reporting, and ESNA OfficeLinks for Naval Hospital Beaufort is Alliance Technology.
7. Actions to Increase Competition/Remove or Overcome any Barriers to Competition:
To eliminate any barriers for competition, there will be continued market research on mandatory and non-mandatory sources of supply within the Government. The solicitation for the requirement will be posted to the SAM.gov website.
8. Market Research: In accordance with (IAW) FAR Part 10, Market Research was conducted by NMRTC Beaufort from 20 May 2025 through 30 June 2025. Based on the results of the market research, there is not a reasonable expectation that offers will be obtained from at least two (2) responsible small business concerns offering the products of different small business concerns and award will be made at fair market prices. Neither were there any Mandatory Sources that yielded the technical capability to support the acquisition, installation or maintenance of the type of equipment and services required to continue daily operations at Naval

Contracting conducted additional Market Research in determination of the Sole Source requirement need of the Avaya Equipment provided by Alliance Technology Group in support of Naval Hospital Beaufort. Alliance Technology Group is confirmed as a certified installer, and provider of the equipment per an Authorized Reseller Agreement received, which verifies the vendors abilities to ensure uninterrupted mission-critical communications to the current infrastructure. Although there are additional authorized vendors available to potentially support the governments need, due to the current infrastructure and proprietary set up at Naval Hospital Beaufort’s Hospital Emergency Notification system with Alliance Technology Group LLC, a new vendor would cause a substantial duplication of cost to the Government that is not expected to be recovered through competition. Furthermore, in the follow-on need and urgency of the requirement to maintain continuity of operations, Alliance Technology provides a full-spectrum support for all hardware and software components, including proactive software updates, security patching, and system performance optimization.

b. Additional Information: Alliance Technology, Inc represents the only company with the technical subject matter experts (SME’s) and capability of installing and providing maintenance for the AVAYA Telecommunications CM10.2 PBX system for NMRTC BEAUFORT. The AVAYA telecommunications system and components are Joint Interoperability Test Command (JITC) approved to connect and be maintained through the Defense Switched Network. Moreover, the AVAYA CM10.2 PBX system currently meets requirements outlined by The Joint Commission which provides a comprehensive, integrated suite of services to include software, to improve safety and quality across the continuum of patient care.
NRMTC Beaufort use of AVAYA services and current infrastructure of equipment, limits the maintenance and repairs required solely to Alliance Technology, as the setup of the AVAYA Phone Switch contains proprietary settings, configurations, operating systems, and functions that can only be programmed by Alliance Technology Group’s certified subject matter experts (SMEs) for performing maintenance for the (a) CM10.2 PBX System, (b) Sonexis, (c) Calero Call Auditing
