About this file

This is a Justification for Other Than Full and Open Competition (J&A) submitted by the Department of State's Bureau of Global Acquisitions requesting approval to extend an 8(a) contract with Western Door Federal, LLC.

The modification seeks to extend the period of performance for contract 19AQMM20D0128 beyond the current expiration date of June 30, 2026. Western Door Federal, located at 14200 Park Meadow Drive, Suite 125, Chantilly, VA 20151-4256, currently provides conference and event management (CEM) support to the Department of State for both domestic and international conferences and event planning. The estimated dollar value for the extension is approximately $24,000,000.00, covering one base year plus two six-month option periods under a firm-fixed hourly rate/time and materials contract structure. The justification cites FAR 6.103-2 (unusual and compelling urgency) as the authority permitting non-competitive award, arguing that service continuity is essential to support mission-critical operations and that transitioning to a different contractor would cause significant disruption and duplicate costs that would not be recoverable through competition. Market research was conducted on April 13, 2026, through a Request for Information via GSA eBuy, identifying 29 qualified 8(a) contractors under the GSA Multiple Award Schedule 8(a) Pool for potential follow-on competition. The Contracting Officer determined the anticipated cost to be fair and reasonable based on market research and GSA Schedule pricing analysis. The document received required approvals from the Contracting Officer's Representative (April 14, 2026), Attorney-Advisor (May 20, 2026), Contracting Officer (May 20, 2026), Division Director (June 2, 2026), Competition Advocate (June 5, 2026), and Head of Contracting Activity (June 9, 2026).
