About this file

This document is a justification and approval for a sole source contract award. The Department of Veterans Affairs National Cemetery Administration intends to award a 243-day contract valued at $1,216,879.07 to US Diversified Contracting Services to remove and replace existing exterior signage at Fort Snelling National Cemetery by procuring and installing new signage. The statutory authority permitting other than full and open competition is 38 U.S.C. 8127(c) for award to a verified service-disabled veteran-owned small business. The contracting officer determined the contractor's qualifications and experience performing similar exterior sign projects, as well as satisfactory past performance, uniquely qualify it for this acquisition. Two prior synopses on beta.SAM.gov received no acceptable proposals. Pricing will be reviewed for fairness and reasonableness against an independent cost estimate prior to the sole source award of solicitation 36C78620C0296 made on July 23, 2020.
