About this file
This is a Justification for Other Than Full and Open Competition (J&A) submitted by the U.S. Department of State's Overseas Post in Pakistan for reactivating three third-party monitoring (TPM) contracts as no-cost extensions (NCEs) through December 31, 2026.
The three TPM contractors being reactivated are: CDM International (Task Order 72039120F00001 under IDIQ 72039119D00005), Halcrow Pakistan Limited (Task Order 72039120F00007 under IDIQ 72039119D00006), and Techno Consult International Pvt. Ltd (Task Order 72039120F00009 under IDIQ 72039119D00009). These contractors will provide independent oversight and impartial review to verify that infrastructure programs in Pakistan are implemented as planned, meet environmental and social quality standards, and deliver intended outcomes. The CDM International award covers A&E services and oversight for the Federally Administered Tribal Areas Infrastructure Program (FIP) and Khyber Pakhtunkhwa Reconstruction Program (KPRP). Techno Consult provides TPM services for the Municipal Services Program in Sindh, and Halcrow provides A&E services for the Gomal Zam Command Area Development Project. The authorization for non-competitive procurement is based on FAR 6.103-2 (Unusual and Compelling Urgency). The J&A justifies the use of the existing contractors due to their extensive in-country expertise, having monitored approximately 90% of Government-to-Government programs, their proficiency with project complexities, and the impracticability of conducting a new competitive procurement given the funding and timeline constraints. There are no additional costs to the Government, and no other vendors have expressed interest in the acquisition.
