About this file
This is a Justification for Other Than Full and Open Competition (J&A) submitted by the U.S. Department of State's Overseas Post in Pakistan for reactivating three third-party monitoring (TPM) contracts as no-cost extensions through December 31, 2026.
The three TPM contracts to be reactivated are: CDM International Task Order 72039120F00001 (IDIQ 72039119D00005) for A&E Services and independent oversight of the Federally Administered Tribal Areas Infrastructure Program (FIP) and Khyber Pakhtunkhwa Reconstruction Program (KPRP); Halcrow Pakistan Limited Task Order 72039120F00007 (IDIQ 72039119D00006) for A&E Services related to the Gomal Zam Command Area Development Project; and Techno Consult International Pvt. Ltd Task Order 72039120F00009 (IDIQ 72039119D00009) for TPM services for the Municipal Services Program in Sindh. The acquisition is authorized under 41 USC 3304 and FAR 6.103-2 (Unusual and Compelling Urgency). The justification asserts that the three contractors were originally selected competitively and possess unique expertise and in-country knowledge, having monitored nearly 90 percent of Government-to-Government programs in Pakistan. Their contracts were terminated due to a foreign assistance review rather than performance concerns. The J&A notes there are no additional costs to the Government, sufficient funds remain obligated to the contracts, no new vendors were identified in market research, and no other vendors have expressed interest in the acquisition. Once these contracts end, there will be no recompete.
