About this file

This is a Limited Sources Justification document submitted by the Department of State's Office of Acquisitions Management to approve a single-source acquisition for software licenses under the Federal Supply Schedule (FSS) contract program.

The Department of State's International Narcotics and Law Enforcement Bureau (INR/GGI) requires multiple software licenses for analytic and cartographic production of maps and infographics. The requirement cannot be set aside for small business due to the lack of competitive offers from responsible small business concerns meeting fair market price, quality, and delivery standards. The sole-source provider identified is Esri, available through a Blanket Purchase Agreement (BPA) under the TS/SCI fabric. Esri is the only geospatial software provider approved on the TS/SCI fabric and maintains federal products and support through exclusive contracts with no third-party resale capability. The acquisition is dependent upon utilizing cloud computing services through the CIA's Commercial Cloud Enterprise (C2E) IDIQ contract to access geospatial services and APIs, which is designated for Intelligence Community agencies including INR. The requirement is a Firm-Fixed-Price (FFP) contract with an estimated value for the period of April 1, 2026 through March 31, 2027 (12 months). The contracting officer has determined this single-source approach represents best value under FAR 8.405, and will not award unless the resultant price is evaluated as reasonable. Market research was not conducted because this constitutes a license renewal. No actions to remove barriers to restricted consideration are identified.
