| TextField1: The U. S. International Trade Commission (ITC) has a requirement for the procurement of Articulate 360 Team licenses which will support course design software for the Commission's mandatory training. |
| TextField1: The agency’s training library—developed over four years by multiple staff—is built entirely within Rise 360/Storyline 360 and managed in Review 360. Reach 360 is uniquely integrated into the Articulate 360 subscription, enabling immediate deployment and tracking of existing training without migration, conversion, or re‑authoring. Switching platforms would require extensive redevelopment of existing content, staff retraining, process changes, and would cause unacceptable delays in delivering mandatory training and update to the Harmonized Tariff Schedule (HTS). |
| TextField1: Market research identified comparable authoring tools (Elucidat, dominKnow | ONE, Gomo, Adobe Captivate, iSpring), but none provide a combined authoring + in‑browser review + integrated deployment model that is natively compatible with the agency’s existing content. Migration would result in substantial duplication of cost and schedule impact. |
