About this file

This is a Justification for Other Than Full and Open Competition document from the USDA Plains Area Acquisition office in Fort Collins, CO for the sole-source purchase of 428 steer calves from the University of Nebraska-Lincoln (UNL) for $657,485.20 ($340 per 100lbs). The purchase is required under ARS Cooperative Agreement 58-3040-4-026.

The justification explains that only UNL can provide these specific calves due to required genotypic and phenotypic traits, as the calves must be born on USMARC property and have never left the center location. A Sources Sought notice was posted on SAM.gov from November 25-29, 2024 with no responses received. The price was determined fair and reasonable based on October 2024 auction data showing similar steers selling for $330-360 per 100lbs in Nebraska. The document notes that no other sources could provide these animals due to the specific genetic makeup required for research at Clay Center, and that property cannot be procured directly through the existing cooperative agreement.

Text version

100lbs. UNL and USDA, as per the agreement, agreed to a $340 per 100lbs price.

As this is within the range of the market, the Contracting Officer has determined this price fair and reasonable.

8. Market Survey

No other sources can provide these animals. This is a long-standing agreement between UNL and ARS. These male calves (steers) are the only cattle that have the genetic makeup required for the research ongoing in Clay Center.

9. Additional Support

None

10. Other Interested Sources

No other sources could be interested, as any other vendors would not be able to supply the same genetics required. No cattle come into the pool for research purposes.

11. Actions Taken to Remove Barriers to Future Competition

The Contracting Officer inquired about transferring money through the agreement to pay for these calves, as the agreement requires ARS to purchase. The Contracting Officer was informed that ‘property’ is not allowed to be procured through the agreement. See email in file.
