About this file
This is a Memorandum for Record documenting a sole-source justification for a federal acquisition at the Department of the Air Force, 325th Fighter Wing, Tyndall Air Force Base, Florida, dated 11 August 2026.
The memorandum authorizes pursuit of only one source under FAR 12.102(a) for an acquisition valued at or below the simplified acquisition threshold. The sole source is Science Applications International Corporation (SAIC), identified as the only contractor capable of fulfilling the requirement. SAIC is the Original Equipment Manufacturer (OEM) and maintains exclusive proprietary rights to the Joint Range Extension (JRE) software, technical designs, and fabrication drawings. The justification establishes that no other source can legally or technically produce, modify, or provide depot-level support for the system. The memorandum further states that utilizing an alternative product would compromise military interoperability, void critical support lifelines, and create unacceptable mission-failure risks. The contracting officer is Karl M. Deffert, GS-12, DAF, with the point of contact identified as TSgt Lawrence J. Scroggins at lawrence.scroggins@us.af.mil or 850-283-8512.

MEMORANDUM FOR RECORD
SUBJECT: Only One Source Available (Including the use of brand-name descriptions)
Authority to Pursue One Source:
☒ RFO 12.102(a) ☐ RFO 538.7104-3(a) ☐ RFO 16.507-6(d)(1)
Authority to Restrict Competition to One Brand-Name:
☐ RFO 12.102(a) ☐ RFO 538.7104-4(b) ☐ RFO 16.507-7(b)
1. For acquisitions valued at or below the simplified acquisition threshold (SAT), document the decision that only one source (Including the use of brand-name descriptions) is available and the basis for the decision.
2. Basis for Decision:
Science Applications International Corporation (SAIC) is the only contractor capable of fulfilling this requirement. Because SAIC is the Original Equipment Manufacturer (OEM) and retains exclusive proprietary rights to the Joint Range Extension (JRE) software, technical designs, and fabrication drawings, no other source can legally or technically produce, modify, or provide depot-level support for this system. Attempting to utilize an alternative "equal" product would break military interoperability, void critical support lifelines, and introduce unacceptable mission-failure risks to the warfighter.
