Jet Propellant Thermally Stable (JPTS) Procurement

SOURCES SOUGHT NOTICE

This is a Sources Sought Notice (hereinafter "Notice"). This Notice is essential to determining market interest and feasibility in accordance with FAR Part 10 and is for information and planning purposes only.

This Notice is solely for the Government's use as a market research tool. This Notice does not constitute a request for proposals, a solicitation, or a request for quotes. If determined appropriate, then both a synopsis and a solicitation may be anticipated in September 2024. All responsible sources are encouraged to submit a response to this Notice. All information received will be considered. Failure to respond to this Notice does not preclude a firm from offering on any resultant solicitation; however, a lack of interest in this requirement may keep this effort from moving forward competitively.

SMALL BUSINESSES:

This notice also serves to identify qualified Small Business, 8(a) participants, HUBZone small business concerns, service-disabled veteran-owned small business concerns, and economically disadvantaged women-owned small business (EDWOSB) concerns and women-owned small business (WOSB) concerns eligible under the WOSB Program that are interested, responsible and capable of providing for the Bulk Fuel requirement for DLA Energy FEBA for JPTS. The capacity includes all domestic and foreign affiliates, all owned or leased facilities, and all facilities under a processing agreement or an arrangement such as an exchange agreement or a throughput. The potential opportunity for set-asides for small businesses and small disadvantaged businesses will be considered on the basis of the responses received.

Interested parties should respond to this notice by September 5, 2024, at 12:00 pm Eastern Standard Time.

REQUIREMENT:

The following covers the estimated requirement for the Turbine Fuel, Aviation, Thermally Stable. The contract includes a base year and three, one-year option periods. The total requirement is 15,200,000

USG.

Turbine Fuel, Aviation, JTS 2.6A (NSN: 9130-00-551-2264), Quantity 15,200,000 USG. The annual requirements by location are listed below:

The products must conform to the following specifications:

JTS 2.6A: MIL-DTL-25524G

If awards can be made, the Government anticipates award of Indefinite Delivery/Indefinite Quantity, Fixed Price with Economic Price Adjustment contract(s) resulting from a solicitation. The anticipated ordering period is date of award through March 31, 2026. The anticipated delivery period is April 1, 2025, through March 31, 2026, with option periods of April 1, 2026 – March 31, 2027, April 1, 2027- March 31, 2028, and April 1, 2028- March 31, 2029, with a 30-day carryover. The required mode of delivery will vary based on delivery location.
