About this file
This is Addendum #1 to a sealed bid solicitation issued by the Jefferson Parish Department of Purchasing for the Department of General Services. The addendum provides clarifications, revisions, and responses to pre-bid questions for a three-year labor-only contract to perform various roof and gutter repairs parish-wide. The scope of work comprises 18 line items covering different roofing and gutter repair labor classifications with estimated hours for each service type. The pre-bid conference was held on September 14, 2026, at the West Bank Purchasing Department in Gretna, Louisiana, with sealed bids due September 29, 2026, at 2:00 p.m. through the Jefferson Parish e-procurement portal. Public bid opening is scheduled for 2:30 p.m. on September 29, 2026. The contract will be awarded to the lowest responsible bidder for a three-year term with no renewal options specified.
Bidders must acknowledge receipt of this addendum by number on their bid submission, and failure to do so will result in bid rejection. Line Item #18 for parts and materials is non-biddable and must be marked "No Bid"; however, Jefferson Parish may issue an additional purchase order not to exceed $10,000.00 to the successful bidder for necessary parts to complete repairs. No prevailing wage requirements apply to this contract, and no bid bonds are required. The Builder's Risk Insurance requirement previously stated in Section 6.0 has been removed. Travel time is included in the hourly labor rate, and contractors may determine appropriate crew size based on project scope with owner permission, obtainable during site inspection. All line-item descriptions have been updated to include service times, and extended pricing will be calculated by multiplying unit price by quantity for each line item, with the lowest overall total determining the award. Jefferson Parish encourages participation from small businesses, minority-owned businesses, women-owned business enterprises, and veteran-owned businesses but does not impose set-asides or mandatory participation goals.
