About this file

This document is an Emergency Purchase Extension for the Illinois Department of Innovation and Technology (DoIT) to extend a Joint Purchasing Master Contract (JPMC) with Presidio Networked Solutions Group, LLC for Cisco hardware, services, SmartNet maintenance, and licensing. DoIT is requesting a 180-day extension to the existing emergency contract, which currently expires on December 22, 2022, to prevent disruption to critical state services. The extension is necessary as the replacement contract from a recent VOIP RFP has been delayed due to a protest. This JPMC contract is available for use by all governmental units and qualified non-profit entities in Illinois.

The original emergency contract was for $4 million, and the extension is estimated at $10 million. The funding source is state-appropriated funds. This contract provides the Cisco products, maintenance, and services needed by DoIT and other state agencies that rely on this JPMC, as they would not otherwise have access to the discounted pricing and contract terms without this agreement in place.

Describe the scope of the original emergency (supply, service, etc.):

This emergency contract is a JPMC available to governmental units or qualified not-for-profit for Cisco hardware, Services, SmartNet Maintenance and Licensing.

Describe the scope of the extension (supply, service, etc.). Show justification for extending the original emergency contract, and explain why the extension need cannot be met through a competitive process:

DoIT is requesting the execution of a 180 day extension to emergency contract CMT2026698 JMPC to prevent or minimize serious disruption in critical State services that affect health, safety, or collection of substantial State revenues. As a JPMC the quantity is indefinite yet as the Enterprise agency for these solutions DoIT seeks to keep this active in support of other State agencies

This contract will eventually be replaced by the vendor that is awarded from the VOIP RFP - B-21089. B-21089 closed in November 2021 and was awarded 9/17/2022. The State received a protest on the award and the Department provided a response to the protest hearing officer 10/31/2022 and we're currently awaiting CPO determination before we're able to execute the replacement contract. The current emergency contract extension (ext # 2) ends 12/22/22 and a new contract may not be executed from the VOIP RFP before 12/22/22, thus the need to extend this existing emergency contract. Please see RFP timeline attached.
