About this file
This document is an Emergency Purchase Extension from the State of Illinois Chief Procurement Office for General Services. The State needs to lease a statewide, trunked, digital voice radio network and purchase associated infrastructure equipment for correctional, public safety, and law enforcement personnel. The STARCOM21 network provides daily and emergency 2-way radio communication needs for over 69,000 subscribers, including state agencies, public safety, and public service entities.
The previous contract expired on June 30, 2022 with no renewal options available. An emergency contract was executed, and the State is now requesting an additional 3-month extension to continue negotiations with the vendor, Motorola Solutions, Inc. The vendor is requesting a significant increase in fees to support ongoing maintenance and infrastructure improvements, and the State is working to update the contract language and incorporate end-user feedback. The extension is necessary to allow additional time for these negotiations and updates before transitioning to a long-term contract.

It is imperative for public safety that the State continue the use of this public safety network.
Describe the scope of the extension (supply, service, etc.). Show justification for extending the original emergency contract, and explain why the extension need cannot be met through a competitive process:
The previous competitive contract CMS3618850 expired 6/30/22 with no renewal options available. An emergency was declared and extension of that emergency was not requested in time so another Emergency contract (current contract) was executed. A 10-year sole source with the vendor was granted and negotiations with the vendor are ongoing. Vendor is requesting a large increase in fees to support on-going maintenance and infrastructure improvements, but the state continues to negotiate the method of future compensation for this vital network with the vendor and multiple user agencies. The State and end users are meeting weekly with the vendor to work through the challenges. The contract language is also being updated to include new language and technology services as the previous contract services was 10 year old language. The State is requesting an additional extension time to work through the
