JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION
for SIMPLIFIED ACQUISITIONS
($10,000 to $250,000) (See FAR 13.106-1)
Date: 11/09/2021 PR Number: 40558306
1. Nature and/or description of the item/service being procured and its intended use (include the anticipated cost):
This is a service contract to Provide full dispatch service and criminal computer database services for North Cascades National Park Law Enforcement Rangers (LE) twenty four (24) hours per day, seven (7) days per week, and to Park Communications Center is not in service to provide emergency dispatch response for any NOCA non-law enforcement staff (maintenance, resources staff, etc.). Calls will include, but are not limited to; all life safety/threatening emergencies, mountaineering accidents, assaults, medical emergencies, missing and overdue persons, fires, structural and motor vehicle and wildland fire reports, motor vehicle accidents (MVA), gun shots, attempt to locates and Be on the Lookouts (BOLO), personal accidents, emergency messages for visitors and park employees. The service will include vessel status checks as requested for NOCA vessels (1/2 hour status unless requested less or more often). The service will also include dispatching for outside vendors and units such as Airlift Northwest and NAS Whidbey Search and Rescue (SAR) when responding to incidents inside the park and providing emergency dispatch response for any NOCA non-law enforcement staff (maintenance, resources staff, etc.) if they need to report emergencies or request urgent notifications be made.
The National Park Service shall pay Skagit 911 a service rate of approximately $22,259.00 for 2022. We intend to award for a base period and up to four option years, so total cost for all five years would be approximately $90K. The cost for this service is below the industry standard for similar services.
2. Sole Source Justification rationale (Check one and explain below):
__X__ Only one responsible source.
______ Urgent and compelling circumstances exist.
______ Other _____________________________________________________
Explain: Skagit 911 is the only regional dispatch center providing law enforcement, fire and EMS dispatching for the County and municipalities of the Skagit Valley. Currently there are no other contractors available that can provide this service as logically such information access as well as the sensitive information regarding LE dispatch are basically performed by only governmental and law enforcement agencies and admittance is extremely limited. Skagit 911 already receives 911 calls from within the National Park and dispatches local agencies and/or advises Park Service Rangers of incidents within our jurisdiction. By working directly with Skagit 911, our response time to incidents is greatly improved and our communication with local agencies will be enhanced. This is the only dispatch center which meets our needs of improving communication with local emergency service agencies as well providing 24 hour radio coverage for the National Park Service.
3. Market Research. Please explain the results or why one was not performed. State whether any other offers were received or anyone expressed interest:
Web searches using FPDS and internet web searches. Additional market research was conducted by contacting area dispatch
Sole Source Justification for Simplified Acquisitions over $10,000 and Up To $250,000 Template centers and National Parks. After many conversations it was determined that Skagit 911 was the only option available for maintaining and improving communications with the cooperating agencies we work with on a daily basis. Our research showed that similar after coverage for other National Parks such as Olympic NP, our closest neighboring park, has a similar contract with their regional dispatch center, Peninsula Communications, and pay approximately $38,000 per year for the services. Whatcom County does not dispatch EMS and fire calls in the portion of their county in which we work, they have an agreement with Skagit 911 to provide these services. Thus, it was determined that Skagit 911 is our best only viable option for dispatch coverage.
4. If this is a determination for sole source, the Contracting Officer certifies:
a. Only one source is available, or urgent and compelling circumstances exist.
b. The anticipated price will be determined fair and reasonable using the price analysis techniques described in FAR Part 13.106-3(a).
