About this file
This document is a Justification for Other Than Full and Open Competition (JOTFOC) for a lease renewal by the General Services Administration (GSA) Public Buildings Service Region 3. The GSA currently leases 28,462 ABOA/30,330 rentable square feet of office space at 2723 Jefferson Davis Highway in Stafford, Virginia, with the current lease expiring on January 20, 2026. The agency seeks to exercise a five-year firm renewal option without full competitive bidding, with a total estimated contract value of $5,041,770.40.
Market research conducted using CoStar on May 21, 2025, revealed no alternative buildings capable of meeting the agency's square footage requirements. The proposed renewal rate is $22.31 per square foot for shell costs and $10.97 per square foot for operating costs, totaling $1,008,354.08 annually. The justification cites the high relocation costs, existing tenant improvements, and the incumbent's satisfactory performance as reasons for sole-source renewal. The current market rental rates in the area range from $25.50 to $29.50 per rentable square foot, and no other sources expressed interest in the acquisition.
