About this file

This document is a U.S. Coast Guard Justification for Other Than Full and Open Competition using Simplified Acquisition Procedures (SAP). The procurement involves additional parts for a Coast Guard Yard center section overhaul of a 20V4000 series MTU engine, with a specific requirement for genuine OEM (MTU) parts. The justification is based on brand name specifications, where the particular brand and product features are essential to the government's requirements, and market research indicates no comparable alternatives.

The document lists potential sources including MTU America, Pacific Power Group, Johnson & Towers, and WW Williams, with MTU America identified as the Original Equipment Manufacturer (OEM). The rationale emphasizes that the overhaul involves proprietary design standards specific to the MTU 20V4000M93L engine, with the OEM retaining exclusive data rights. The purchase request number is 2125405Y25K3295003, and the procurement method includes comparing proposed prices with previous purchases and reviewing current price lists. The technical point of contact is Marie De Visser, LCDR/Project Manager, with a document date of 9/25/2025.

U.S. COAST GUARD JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION

SIMPLIFIED ACQUISITION PROCEDURES (SAP) FOR FAR 13.106-1(b)

2125405Y25K3295003

ESTIMATED TOTAL VALUE, INCLUDING OPTIONS:

(Over Micro-Purchase Threshold, but up to the SAT)

AUTHORITY JUSTIFICATION TYPE

☐ 13.106-1(b)(1) ONLY ONE SOURCE REASONABLY AVAILABLE (e.g., urgency, exclusive licensing agreements, or industrial mobilization).

☒ FAR 5.102(a)(6), FAR

11.105, FAR 13.106-1

(b) (1)

BRAND NAME – Items peculiar to one manufacturer: The particular brand name, product, or feature is essential to the Government’s requirements, and market research indicates other companies’ similar products, or products lacking the particular feature, do not meet, or cannot be modified to meet, the agency’s needs.

BRIEF DESCRIPTION OF SUPPLIES OR SERVICES REQUIRED AND THE INTENDED USE:

Additional parts required to support CG Yard center section (QL4) overhaul of 20V4000 series MTU engine. Components utilized during this overhaul must be genuine OEM (MTU) parts; failure to do so risks efficacy of overhaul, causes undue risk to equipment / operators / mission should an in-field failure occur due to non-genuine components, and use of non-genuine components is prohibited by SFLC-PBPL QL4 Specification (ENCL 1) and associated references.

SUGGESTED SOURCE NAME, ADDRESS, & UNIQUE ENTITY IDENTIFIER (UEI):

MTU America (OEM) – 39525 MacKenzie Dr, Novi MI 48377 – UEI: HYGLK2BNFKB3

Pacific Power Group – 7215 S 228th St, Kent WA 98032 – UEI: VCWRFP45TJA9

Johnson & Towers – 2701 Fire Rd, Egg Harbor Township, NJ 08234 – UEI: Q7LMGN36FAN8

WW Williams - 400 Metro Place North, STE 201, Dublin OH 43107 - UEI: N4FGTRD4EYL7

RATIONALE FOR JUSTIFICATION TYPE SELECTED ABOVE TO INCLUDE RELEVANT INFORMATION GAINED

THROUGH YOUR MARKET RESEARCH TO SUPPORT THE JUSTIFICATION TYPE:

This overhaul deals exclusively with proprietary design standards and maintenance procedures specific to this engine (MTU 20V4000M93L). The OEM (MTU / RRSA) has certified in writing (ENCL 2) that they retain exclusive data rights to the engine and components may be procured via authorized distributor network to protect integrity of components sold under the Brand Name of “MTU”. Authorized distributors are under strict oversight of OEM, and OEM has provided a list of such authorized distributors (ENCL 3). Because the OEM legally owns the proprietary maintenance and design standards required to complete the overhaul, it is unreasonable to expect full and open competition for this specific requirement.
