About this file

This document is a U.S. Coast Guard Justification for Other Than Full and Open Competition using Simplified Acquisition Procedures (SAP). The procurement is for a starboard engine replacement for USCG Station Chetco River vessel 47261, with a solicitation limited to a two-hundred-mile local trade area due to the remote location and potential weather complications. The acquisition strategy emphasizes urgency, with a seven-day solicitation timeframe and consideration of small businesses in the local trade area.

The purchase request number is 52000PR250030383, and the contracting officer will determine fair and reasonable pricing through multiple methods including market research, comparison of proposed prices with previous purchases, comparison with similar industry items, and comparison to the independent government cost estimate (IGCE). The justification is based on FAR 13.106-1(b)(1) for "only one source reasonably available," with the technical point of contact being CWO2 Dustin Sliva from SFLC SBPL, AMS-2, and the document was last updated on 11/01/24.

THROUGH YOUR MARKET RESEARCH TO SUPPORT THE JUSTIFICATION TYPE:

This requirement is limited to a two-hundred-mile radius (local trade area) due to the remote location of USCG Station (STA) Chetco River. There are qualified sources in the local trade area (small businesses). Soliciting outside of the local trade area, will cause longer transit times during a seasonal timeframe of increased inclement weather in the Pacific Northwest. A transit time longer than the allotted crew fatigue hours in a 24-hour period, will cause further cost to the government E.g., lodging, mooring, fuel, etc.

The solicitation timeframe will be seven days due to the urgency of this requirement and available qualified contractors in the local trade area.
