About this file

This is a U.S. Coast Guard Justification for Other Than Full and Open Competition for the purchase of commercial products under FAR 12.102(a) and FAR Class Deviation 25-21 Rev. 1.

The Coast Guard is procuring two motor controllers (ACN: 6110-01-F25-7212, P/N: ACS880-01-052A-5) for use aboard WMEC-270 Class Cutters, with an estimated total contract value of $55,335.00 ($27,667.50 each unit). The single identified source is Schoellhorn-Albrecht Machine Co., Inc. (UEI: P4XPJNTCHB68), located at 1141 Reco Avenue, St. Louis, MO 63126, with point of contact Brian Pavlisin. The justification cites "Only One Source Is Available" as the authority, based on the motor controller's critical integration with the cutter's anchor windlass system. The Coast Guard did not acquire manufacturer proprietary data rights and cannot verify that alternative part numbers would mount, interface, or operate effectively with the existing equipment. The original equipment purchase contained no requirements for manufacturer drawings, detailed parts lists, or design specifications, making the original equipment manufacturer the only source with the necessary design specifications, testing procedures, quality assurance capability, and documentation to manufacture conforming parts. No fair and reasonable price determination method was selected by the contracting officer. The document was signed by Craig Faw, Equipment Specialist, on 7/14/2026 and by the Contracting Officer on 7/17/2026.

RATIONALE FOR JUSTIFICATION TYPE SELECTED ABOVE TO INCLUDE RELEVANT INFORMATION GAINED

THROUGH YOUR MARKET RESEARCH TO SUPPORT THE JUSTIFICATION TYPE:

This item is a motor controller used onboard WMEC-270 Class Cutters. As such, this part conforms to exacting design and materials requirements for form, fit, and function to mount, connect and interface with the anchor windlass system. The Coast Guard did not purchase the manufacturer's proprietary data rights and therefore cannot determine with certainty that an alternative part number would mount to, interface with, or operate effectively with the cutter’s anchor windlass system.

Failure of an alternative part, not conforming to the OEM's specifications, could cause damage to or failure of a critical mechanical system. A potential failure could lead to a loss of the cutter’s ability to adequately raise or lower the anchor.

When Coast Guard purchased the original equipment there were no requirements for manufacturer’s drawings, detailed parts lists, design or testing procedures. OEM is the only known manufacturer that has the techniques, design specifications, testing, quality assurance capability, and documentation necessary to manufacture these parts as used onboard Coast Guard Cutters.
